Job Specifics

Minimum Qualifications A doctorate and three years of professional research experience in public health, epidemiology, mathematics, statistics, social sciences, engineering or a related field; or a Master’s Degree in one of the above fields and five years of professional research experience.

PREFERRED QUALIFICATIONS Strong research, project management and supervision skills. Knowledge of health care services. Experience with information and database project management. Strong writing and public presentation skills. Able to prepare manuscripts and reports. Experience with public-private partnerships and convening internal and external stakeholder groups.

Duties Description As the Director of the All Payer Database (APD), the Research Scientist 5 (RS 5) will formulate and conduct complex research involving multiple large data sources using sophisticated research methodologies, analytical tools and data modeling. The RS 5 will oversee the new area of APD data collection and the analytical translation of data to advance consumer transparency. Overseeing the governance and operations of the APD, the RS 5 will also formulate public-private partnerships for all APD stakeholders, business partners, advisory groups, and operational teams.

The selected individual will develop a strategic plan of project program goals and objectives with associated timeframes for completion. Overseeing a staff of lower level research scientists and support staff, the incumbent will assume responsibility for formulating research plans and hypotheses and for carrying them through to their successful completion and translation to public policy, when applicable.

The RS 5 will need to demonstrate imagination and creativity in overseeing New York’s APD solution, and participate in national discussion forums on innovative guidelines and methodologies for successful implementation and sustainability.

The incumbent will serve as an authoritative researcher and contact for advancing health care transformation through the implementation of the APD to address cost, access and quality issues of population health and the performance of New York State’s health care system.
