Job Specifics
Minimum Qualifications One year of experience as a Senior Certification Analyst OR seven years of experience in contract compliance, affirmative action, or minority and women’s business enterprises. This experience must include the following:
• Planning, developing, implementing, and reviewing programs dealing with minority business enterprise, affirmative action, minority and women’s business program coordination, affirmative action compliance review.

• Labor relations directly relating to affirmative action.
-or-
• Experience in the development and administration of programs designed to facilitate minority and women’s access to employment or business opportunities in the public or private sector.
Substitution: The following substitutions for the experience described above may be applied as follows:
• An associate degree in business, computer science, marketing, math, finance, accounting, economics, public administration, or public policy, or related field, may substitute for two years of experience.
• A bachelor’s degree in business, computer science, marketing, math, finance, accounting, economics, public administration, or public policy, or related field, may substitute for four years of experience.
• A J.D. or master’s degree in business, computer science, marketing, math, business administration, economics, public administration, or public policy, or related field, may substitute for one additional year of experience.
Duties Description Under the general direction of the Deputy Director, the incumbent will be involved in the management of the Certification Team, including, but not limited to supervision of staff, certification processing and file caseload management, analyst and program staff productivity, and customer service. The Associate Certification Analyst will develop recommendations for revised Certification protocols; implement standard adjudication protocols and operating procedures; draft guidelines and training programs specific to certification and its review process; provide New York State Contract System (NYSCS) data recommendations; and ensure the confidentiality of financial and business records to prevent unauthorized disclosure.
Duties include but are not limited to:
• Supervisory functions over staff in the Certification Unit and ensure adherence to the policies and procedures of the staff.
• Manage and provide training to both staff and the public on certification processes.
• Define learning objectives, perform educational assessments, and develop/deliver MWBE educational programs and/or webinars specific to certification, the certification review process and internal policies and procedures.
• Create and prepare educational materials such as: instructional materials, handouts, evaluation forms, etc. specific to certification, the certification review process and internal policies and procedures.
• Research and prepare instructional content for internal and external MWBE educational programs.
• Generate data analysis and reports and provide certification-related policy recommendations to the Executive Director and/or Deputy Director based on findings.
• Make recommendations and help develop Certification protocols, operating procedures, guidelines and initiatives, training programs, NYSCS data recommendations, ensures the confidentiality of financial and business records to prevent unauthorized disclosure.
• Review certification adjudication recommendations for accuracy and compliance to Title 5 regulations.
• Review, draft and finalize all denial determinations as appropriate and where applicable, testify at hearings on behalf of the Division.
• Keep senior MWBD management apprised (on a timely basis) of significant problems and analyses, trends or developments, with written findings, recommendations and management reports.
• Investigate and develop recommendations on the legitimacy of ownership and managerial and operational control of applicants for Minority and Women-owned Business certification.
• Travel is required.
Additional Comments *This position is temporary and will become permanent upon approval of non-competitive jurisdictional class status.
SALARY RANGE: $84,156 - $106,454
Note: The starting salary for candidates with no prior State service will be at the minimum hiring rate.
