Job Specifics
Minimum Qualifications • Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. For NCP Appointment: One year of permanent service as a Business Systems Analyst 1.
For Permanent Appointment:
• Reachable on current Civil Service eligible list for this title; OR
• One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Examples include, but are not limited to: Administrative Specialist 2, Contract Management Specialist 2, Project Manager 2.
For Non-Competitive Appointment via NY HELPS*:
• A bachelor’s or higher degree AND three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Duties Description Embedded into NYSIF’s Customer Experience (CXP) Application Development team, incumbent of this position will play a key role in leading IT software development projects by conducting the full range of business analysis activities, providing support for NYSIF's CXP systems as well as any corresponding batch processes.
Additional Duties include, but are not limited to:
• Defining and developing requirements through individual or group interviews
• Scheduling and facilitating meetings
• Creating, updating and maintaining documents
• Performing gap analysis on business processes and functional areas
• Designing workflows
• Developing test plans and conducting tests to ensure requirements are met
• Identifying constraints and risks
• Assigning tasks
• Providing executive summaries
• Communicating with all stakeholders on projects assigned
• May supervise staff
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
