Job Specifics

Minimum Qualifications Education Level required: bachelor’s degree in city planning with emphasis in urban policy/revitalization and development; or bachelors/professional degree in architecture or civil engineering; or equivalent professional degree in a related field. Masters preferred.
Relevant experience required: 6 years in in public administration, private sector professional consulting, and/or other positions related to economic development, urban revitalization, workforce development, capital/infrastructure facilities, planning and administration.

Knowledge required:
? Concepts, practices and procedures related to urban development/revitalization including real estate, city and regional planning, supervision and coordination of large-scale projects and initiatives, public development programs, and management.
? Working knowledge (i.e., ability to scope and understand broad implications) of various planning studies associated with broad strategic regional planning efforts (e.g., socioeconomic, housing, transportation, community benefits programming) and technical specialty studies related to EIS/EA documentation (e.g., wetlands/water quality surveys, T/E studies, SHPO consultation studies, transportation assessments, air quality studies, etc.).
? Very strong written, graphic, and oral communication skills, including ability to prepare summary briefings, and oral presentations to the ESD Board of Directors, ESD/GO-SEMI Management, governing bodies, and/or regulatory or partner agencies.
? This role requires a pro-active, self-starter attitude; a strategic and results-oriented point of view; and the ability to develop the approaches/mechanics to both efficiently meet various planning/regulatory requirements for major projects and to help shape public processes to maximize the social benefits of such projects.

BASIC FUNCTION:
The AVP will be responsible for GO-SEMI projects/efforts assigned by the SVP that will require high levels of subject area knowledge of planning/development, and environmental review processes for major development/infrastructure projects, as well as strategic planning/public involvement efforts to help shape priorities for community benefit plans associated with these projects. Acting as owners’ representative, this position provides or supervises a comprehensive layer of oversight extending beyond the boundaries of planning and environmental permitting, design and construction. All such efforts would require a level of coordination beyond standard ESD projects/programs and will likely involve multiple state/local and federal agencies in partnership and collaboration with a wide range of community stakeholders. Candidates with demonstrated and extensive experience can be considered for a more senior title.

WORK PERFORMED:
Implementation/Liaison on Micron and other strategic semiconductor planning/development efforts:
? Be the primary Capital District/CNY point-of-contact (POC) for coordinating planning for all Micron site development planning and community benefit initiatives.
? Coordinate with federal, state, and local agency representatives on National Environmental Policy Act (“NEPA”) and New York State Environmental Quality Review Act (“SEQRA”) documentation/processes and associated component technical studies (i.e., studies related to wetlands, water quality, threatened/endangered [“T/E”] species, air quality, State Historic Preservation Officer [“SHPO”] cultural resources consultation [historic structures & archaeology], socioeconomics/housing, transportation, etc.).
? Advise the SVP and ESD Leadership on strategic steps and then facilitate actions to best align necessary technical assessments, planning, and permitting activities to meet individual agency review requirements most expeditiously to allow for on-site development of Micron facilities and associated off-site improvements (e.g., road/highway/transit improvements, utility connections, etc.).
? Advise on strategic steps and then facilitate actions to advance the activities of an established Community Engagement Committee that will help shape potential priorities for the ESD/Micron Community Investment Fund, inclusive of identifying and developing approaches for associated technical planning consultant studies and assistance.
? Advise on broader statewide development policies and procedures related to the development of semiconductor fab, supply chain, and other related facilities across New York State to advance the goal of broadening the state’s semiconductor ecosystem.
? Tract and report on progress related to Micron and semiconductor industry-related planning tasks and troubleshoot issues with agency staff and stakeholders.

Strategic Planning and Project Management:
? Prepare technical scopes of work for requests for qualifications (RFQs), requests for proposals (RFPs) for project-specific professional planning and specialty services and manage and/or facilitate procurement for technical consultant assistance (e.g., services involving planning, architecture/engineering [A/E], housing, transportation, cultural resource, etc.).
? Provide oversight to consultants as "owners representative" and coordinate/direct consultant, ESD and GO-SEMI staff as necessary to perform tasks to meet project requirements.
? Attend and lead weekly progress meetings with agencies, A/E and technical consultant reps.
? For non-ESD projects and/or multi-agency projects, liaison with agency POCs to ensure all aspects of ESD-funded project elements further intended/specified economic development objectives and report to ESD management to troubleshoot as necessary.
? Work closely with SVP, ESD COO and NYS Executive Chamber for economic development/technical input in preparation of remarks, staging/planning events, briefing materials, public releases, and logistics as it relates to GO-SEMI Initiatives.
? Other projects/efforts as assigned.
