Job Specifics

Minimum Qualifications NY HELPS: bachelor's or higher degree.

Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.

Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Health Program Administrator, Grade 18.

Preferred Qualifications: The preferred candidate will have strong analytical and computer skills; excellent written and organizational skills; experience with Microsoft Word, Excel, PowerPoint, and SharePoint; the ability and organizational skills to coordinate and manage multiple activities, and to work independently and as a member of a team. They will have strong interpersonal skills and experience working with staff in multiple units coordinating work.

Duties Description The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) offers nutrition education, breastfeeding support, referrals, and a variety of nutritious foods to low-income pregnant, breastfeeding, or postpartum women, infants, and children up to age five to promote and support good health.

The Health Program Administrator (HPA) will work in the Program Communication and Collaboration Section (PCCS). The PCCS is responsible for managing core outreach, retention, certification, and breastfeeding elements essential to providing high quality, participant-centered services to WIC participants. This includes policy development and oversight of various areas such as program messaging, customer service, appointment scheduling, clinic flow, oversight and management of statewide breastfeeding promotion, and support activities including the Peer Counselor Program and Breast Pump Program. In addition, it includes the implementation of these requirements in the Management Information System (NYWIC) and collaboration with public and private programs at the local, State, and national levels.

The HPA will maintain the internal breast pump review process by ensuring new and existing breast pumps meet New York State WIC requirements, act as the liaison with breast pump manufacturer representatives, assist with drafting policies and guidance for Regional Office and local agency staff, participate in program planning for the management information system (NYWIC) including user acceptance testing and monitoring reports/data to identify trends and areas for improvement, collaborate with program partners, and conduct presentations at internal and external meetings.

Position may be filled at a trainee level (equated to Grades 13 or 14), or Grade 18, depending upon the qualifications of the candidate.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
