Minimum Qualifications Interested candidates must be eligible to transfer under Section 70.1 or 52.6 of the Civil Service
Law.

70.1 Transfer:
To be eligible for a 70.1 transfer, an individual must have one year of permanent competitive service in a qualifying title allocated to a salary grade 23 or above.

52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one-year of permanent competitive service in a qualifying title allocated to a salary grade 23 or above; AND have completed 24 semester credit hours in accounting/auditing; AND a bachelor’s degree or higher.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Supervise and provide technical support to staff.
o Serves as the technical expert for the NYSLRS Portal.
o Responsible for security administration, as well as the overall internal control compliance with regard to accounting transactions of the NYSLRS Pension Administration system.
o Communicates with staff to ensure that resources are available and trained to meet critical needs and deadlines.

• Participate in regular meetings with internal and external business partners to ensure the accuracy of NYSLRS Pension Administration financial transactions.
o Collaborates with internal and external business partners to resolve issues encountered during regular reconciliations.
o Manages and directs staff to track and resolve accounting errors and identify data quality issues that require further investigation.
o Suggests improvements and/or system modifications as necessary.
o Translates business needs into technical language required by application developers.

• Mentor and train staff.
o Prepare regular comprehensive staff evaluations and provide clear expectations.
o Facilitate training opportunities for staff to develop skills that will contribute to their success.
o Encourage behavior that demonstrates genuine effort and acknowledge team achievements.

• Monitor and prioritize enhancements and testing to ensure accurate data is being used to produce 1099Rs to over 500,000 customers and IRS filing on a timely basis.
o Exports calendar year end data from NYSLRS Portal to Excel.
o Analyzes the data to ensure accuracy of tax data for 1099Rs and IRS filing.
o Reviews and approves IRS code updates and enhancements in NYSLRS Portal are working as expected.

• Review and approve procedures.
o Reviews and approves procedures for Tax and Data Quality processes.
o Procedures will be kept up to date and revised as necessary.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
