Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to the Accountant Trainee 1 you must have:
• A bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.

*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

For appointment to the Accountant Trainee 2 you must have:
• A bachelor's or higher degree in accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR
• A master’s or higher degree is accounting, auditing, or taxation.

For appointment to the Senior Accountant (SG-18) you must have:
• A bachelor’s degree or higher is accounting, auditing, or taxation OR a bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR
• A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis, and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR
• A currently valid Certified Public Accountant license and registration issued by New York State.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.

For 70.1 or 70.4 transfer to a Senior Accountant, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

If approved for transfer appointment, you may also need to meet the special requirement(s) below:
• 24 credit hours in accounting, auditing, or taxation.

Duties Description The Senior Accountant will assist the Associate Accountant and Fund managers with the maintenance of spill accounts and financial reporting for the New York State Environmental Protection and Spill Compensation Fund (the “Fund”). The Senior Accountant will perform professional accounting and auditing tasks in the development, processing, examination, review, analysis and preparation of financial and accounting transactions and records of the Fund, including monthly and annual reports and statements, billing, updating of spill costs and cost recoveries, and processing of cleanup vouchers, damage claim and lien filing payments. The Senior Accountant will ensure that the treatment of each spill account transaction is conducted in accordance with generally accepted accounting principles and procedures, including procedures established by the New York State Statewide Financial System.
• Reviews, examines and maintains the manual and automated financial activities of the Fund and the Statewide Financial System, including the General Ledger, the Subledger Trial Balance, and the Manual Transaction Journal. This activity requires current knowledge of the principles, theories and procedures of cash and generally accepted accounting principles (GAAP) basis accounting, and a substantial, in-depth working knowledge of the functions and procedures of the Fund.
• Assists with the preparation of monthly and annual reports on Fund activity.
• Verifies, classifies and codes the Fund’s financial transactions for electronic input following accepted accounting practices, including preparation of all revenue deposits, vouchers and journal entries, and assures that each of these transactions is properly posted to the proper spill account. This may also include assembly of all vouchers and voucher supporting materials.
• Works with the Office of the Attorney General, the Department of Environmental Conservation, the Department of Health and OSC’s Bureaus of State Accounting Operations and State expenditures to resolve financial and accounting issues pertaining to the oil spill program and to maintain an effective working relationship with those organizations.

The Senior Accountant will take on special projects when assigned and complete them in a timely, efficient manner. The Senior Accountant will maintain a proactive approach in performing his/her duties by providing prompt, professional guidance and service to Fund and OSC staff, customers and stakeholders. The Senior Accountant will be familiar with the manner in which the State’s oil spill program is administered at each participating agency, including the Department of Environmental Conservation, the Department of Health, the Office of the Attorney General and the Office of the State Comptroller. The Senior Accountant will support the goals of the Office of the State Comptroller and the Office of Operations.

• Provides guidance, technical assistance and training necessary to facilitate Fund transactions and ensure all control requirements are met.
• Provides assistance and information to other State and local jurisdictions, industry representatives, individuals and groups in the private sector concerning Fund accounting matters.
• Assists in developing and preparing historical data of the Fund, including, for example, analysis for past-cost, revenue-receipt and disbursement data.
• Assures that written procedures are accurate and reflect current processes and procedures. Recommends changes to existing systems and procedures where needed and assists in updating approved changes.
• Assists, as necessary, in the audit of State agencies whose operations are reimbursed by the Fund.
• Drafts correspondence to program officials and others concerning accounting and other financial activities of the Fund.
• Participates actively and constructively in meetings with the Fund, OSC and State agency staff and officials.

Additional Comments Desired Competencies:
• Bachelor’s degree in accounting or higher.
• Excellent verbal and written communication skills.
• Experience with accounting systems (i.e. Statewide Financial System (SFS)).
• Proficient in Microsoft Excel and Word or similar applications.
• Governmental accounting and financial reporting knowledge preferred.

• Self-motivated and willing to take on special assignments.
• Able to handle multiple priorities.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
