Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Auditor 1 (Abandoned Property).

Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties Description Manage the quality assurance and internal control activities of the Office of Unclaimed Funds (OUF) and Federal reporting regulations, Quality Assurance/Internal Control (QAIC) unit
• Conduct audits of OUF’s internal controls and established procedures; oversee subordinate staff’s audits of the work output of the OUF’s operational units (Claimant Services, Reports Processing and Securities Management) to ensure compliance with established internal controls and processing procedures
o Manage staff’s audits of Accurint and CLEAR usage.
o Review the annual maintenance and dissemination of policy and procedures to staff and stakeholders including the Bureau’s published Program Policies and Guidelines (PPG).

• Assist the Auditor 3 (Abandoned Property) in ensuring compliance with Federal reporting regulations
o Manage the audits of amounts withheld from income paid to claimants to assure Auditors 1 (Abandoned Property) are performing the weekly audits of withholding amounts recorded, processed, and transmitted to the Internal Revenue Service (IRS)
o Manage the review of the monthly 1099-B data files produced by OUFIT
o Manage OUFs yearly tax reporting process using Account Ability and 1042-S Pro tax reporting software to prepare OUFs tax reporting of IRS Forms 1099-B, 1099-INT, 1099-MISC 1099- NEC
o Manage OUF’s mailing of IRS ’B’ Notices to claimants whose name and TIN/EIN reported to the IRS were found to be incorrect by the IRS, but whose information agrees with the information submitted by the claimant
o Manage the preparation of the OUF Office of Foreign Asset Control (OFAC) Annual Report of Blocked Property (ARBP) based on the yearly reporting requirements from OFAC.

Ensure audit work is performed in accordance with OUF industry audit guides and audit programs, and ascertain audit findings and conclusions are properly substantiated
• Participate in opening and closing conferences and all significant meetings during the course of each audit assignments
• Perform first level reviews of audit work papers to ensure adequacy of preparations, completeness, sufficiency and conformity with audit guide and statutory requirements
• Assure that reports are made in a tactful, tempered manner in accordance with generally accepted principles of accounting
• Discuss and explain audit results to assure that all pertinent information has been considered
• Personally direct and participate in the more complex audit activities.

Supervise a team of Auditor 1’s (Abandoned Property) and support staff in QAIC
• Manage the assignments to team members are delegated fairly and equitably
• Train and guide members of the staff during the audits and answer questions that arise during the audit activities
• Supervise, evaluate and counsel subordinates in their career development

Assist Auditor 3 (Abandoned Property) in the exercise of their responsibilities
• Assist the Auditor 3 (Abandoned Property) in updating or developing new internal controls, reporting on performance measures, internal control strengths and weaknesses
• Work with other managers/staff in the Bureau and within OSC to prepare materials for informal hearings or further legal action; present findings at such hearings as required
• Assist in making recommendations for possible change in policy or law to increase the compliance and effectiveness of the internal controls or operations, improve the quality assurance programs and develop statistical data on results of internal audits.

• In depth knowledge of the Abandoned Property Law and applicable policies and procedures
• Demonstrated experience with accounting and auditing practices
• Excellent understanding of professional protocols including identifying fraud, waste and abuse
• Expert ability to compile data and produce audit reports based upon audit findings
• Familiarity with fraud detection and prevention
• Ability to work well in team environment
• Demonstrated leadership potential

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
