Job Specifics

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

For 70.1 transfer to an Auditor 2 (Abandoned Property), salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Auditor 1 (Abandoned Property).

Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties Description Manage the Self-Directed Compliance Program (SDCP)
• Develop an annual audit plan to identify and contact possibly non-complaint companies and professionals based on a comparison of available databases. Oversee sending those companies Voluntary Compliance Program materials for the purpose of bring them into compliance with the Abandoned Property Law
• Oversee subordinate’s identification of candidates for the SDCP. This involves researching company backgrounds, gathering financial data and contact information, performing financial comparisons to other data sources, and prioritizing candidates by asset size
• Manage communication with companies that will receive materials related to the SDCP
• Manage audits of Open Estates and Court and Trust Funds on monies held with a County Treasurer, or the Commissioner of Finance of the City of New York. Counties should be contacted to determine if funds are deemed abandoned and reportable to the Office of Unclaimed Funds.
• Supervise subordinate’s contact methods; evaluate completed audit questionnaires, and review subordinate’s audit findings
• Ensure audits are performed in compliance with the annual audit plan and the APL, and audit findings and conclusions are properly substantiated
• Implement standards for when holder questions are escalated, require additional contact or referral to the Auditor 3 (Abandoned Property) and Chief Auditor of Compliance Services
• Assist the Auditor 3 (Abandoned Property) in establishing goals and key performance indicators for the Program
• Suggest and develop new approaches and techniques to streamline the business processes and audit policies of the Program

Supervise Holder Education activities
• Ensure holders are notified of any changes during the year and public materials contain current information
• Participate in organizing, creating, editing, and distributing holder education materials. This includes writing and speaking, to individuals or groups, in person or electronically
• Assist the Auditor 3 (Abandoned Property) in performing research and analysis on legislation and other topics related to abandoned property. Identify any stakeholders, issues, and any pertinent history to determine what information is important in different situations

Ensure audit work is performed in accordance with OUF industry audit guides and audit programs, and ascertain audit findings and conclusions are properly substantiated
• Participate in opening and closing conferences and all significant meetings during each audit assignment
• Perform first level reviews of audit work papers to ensure adequacy of preparations, completeness, sufficiency and conformity with industry audit guides, audit program and statutory requirements
• Assure audit reports are made in a tactful, tempered manner in accordance with generally accepted accounting principles
• Discuss and explain audit results to assure that all pertinent information has been considered
• Manage and participate in the more complex audit activities

Supervise Auditors 1 (Abandoned Property) and support staff in OUF’s Voluntary Compliance Unit
• Manage the assignments of team members are delegated fairly and equitably.
• Train team members in industry audit guides, audit programs and program objectives
• Guide staff in completion of the audits during the audits and answer questions that arise during the audit activities
• Supervise, evaluate and counsel subordinates in their career development

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
