Minimum Qualifications Non-Competitve Appointment:
Candidates must have a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:

• Using business analysis techniques to elicit requirements as the foundation for the solution to the organization?s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

*For the purposes of this examination, business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

Transfer:
Candidates must have one year of permanent status as a Business Systems Analyst 2, and be eligible for lateral transfer OR be eligible to transfer via Section 52.6 of the Civil Service Law.

Duties Description The Business Systems Analyst 2 (BSA 2) will lead, manage and coordinate OMH activities and projects to support, maintain, and enhance OMH clinical and business systems, and participate in the development of new information technology applications. This position is essential to our core mission and health and safety as we develop and maintain key health information systems in collaboration with both clinical and OITS staff. The incumbent will be instrumental in creating business requirements documentation, end-user solutions, quality assurance testing, and delivery of on-site and remote user training for OMH’s current and future clinical and business systems. The BSA 2 will serve as a bridge between the business owners and OITS to translate and advocate for OMH’s user requirements and to ensure that system specifications and functions can be understood and implemented.

Specific duties include, but are not limited to the following:

• Under the direction of the BSA 4, serve as the primary point of contact for various IT Projects including but not limited to Application Rationalization Implementation, OMH Modernization, and CERNER RHO.
• Create and maintain project task plans for several projects as listed above.
• Assist in the development and monitoring of OMH’s project management policies and procedures including but not limited to complete cost, gap, and fit analyses, tracking resource allocation, develop risk reports, and coordinate larger strategic planning efforts.
• Under direction of the BSA 4, oversee a multi-disciplinary team of BSA 1s, BSATs, IT specialists, contractors, and vendors.
• Lead time sensitive, special projects for OMH business units and stake holders geared toward increasing operational efficiency and efficacy through the use and adoption of available software solutions including but not limited to: power automate, power shell, share-point, teams, forms, etc.
• Schedule, coordinate and facilitate project team meetings.
• Track all project issues and facilitate obtaining resolutions.
• Ensure the professional development plans of junior staff includes training and adoption of tradition Project Management and Business Analysis skills.
• Assist unit leadership to in decision making regarding on-going maintenance and operations of all tier 1 applications.
• Provide oversight and guidance to junior staff in maintaining operational continuity during system outages, critical defect mitigation, and response planning.
• Foster continuous improvement of overall business analysis capability through education, research, and the incorporation of LEAN principles.
• Lead the analysis and revise flow charts, process models and technical specifications describing current and/or future IT systems and business processes, to include the impact of proposed process improvement initiatives.
• Under the direction of the BSA 4, prioritize business process changes to maintain system functionality and efficiencies and establish timetables which identify project milestones and set implantation goals for projects.
• Perform a variety of administrative functions related to the centralized business analysis office; and
• Perform a full range of supervisory duties for direct reports and ensure proper supervisory management exists for indirect reports. needs are understood and requirements are prioritized and at an appropriate level for the lifecycle phase.
