Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator, (G18), or Health Program Administrator Trainee 1 or Trainee 2 (NS).

Transfer: New York State employee with one year or more of permanent or contingent-permanent competitive or 55B/C service in a title eligible for transfer to Health Program Administrator, (G18), or Health Program Administrator Trainee 1 or Trainee 2 (NS) under Sections 52.6, 70.1 or 70.4 of the Civil Service Law.

Public Candidates: Active list candidate with a reachable score on the Professional Career Opportunities (PCO) eligible list (26-872010), OR qualified 55-B/C candidate in possession of a bachelor's or higher degree. OR candidate in possession of a bachelor's or higher degree that qualifies under the NY HELPS program (https://www.cs.ny.gov/help/)

Preferred Qualifications: Experience with Statewide Financial Systems (SFS) purchasing process. Experience and understanding of the B1184 process. Knowledge of the Civil Service merit system. Strong computer skills with proficiency in Microsoft Office software; excellent verbal and written communication skills; excellent organizational skills with the ability to prioritize multiple assignments; experience working in a team-based environment.

Duties Description This position is assigned to the Western Regional Office (WRO) located in Rochester, NY. Reporting to a Health Program Administrator 1, G23 (HPA1), the Health Program Administrator, G18 (HPA) will perform professional management duties in support of the activities of the Western Region Administrative Services team in ensuring the efficient administration and operation of the WRO, including serving as a regional office liaison for various administrative processes between the regional office and Division of Administration staff in the Department’s central offices. Duties for this position will include, but not be limited to, providing support with human resources, purchasing, building operations and management, and information technology services. The HPA will work with Central Office program staff and the Department’s Bureau of Personnel Management assisting the HPA1 with the recruitment activities and processes; including arranging interviews and processing resulting paperwork; drafting recruitment materials and job posting documents for supervisory review and approval and referring or responding to inquiries from central office and regional staff, employees, and the public on employment matters. The incumbent will also be responsible for overseeing the purchase of supplies and equipment, including serving as program liaison between regional programs and fiscal units, identifying and researching purchase needs and ensuring that all procurement protocols and guidelines are appropriately followed and in compliance with NYS purchasing guidelines, reconciling statements, and maintaining the Western Region Purchase database. Serving as a regional office liaison and building manager, the HPA will work with the Department’s Operations Management Group and the State’s Office of General Servicers in coordinating equipment use, space planning and building security. The HPA will also function as the ITS liaison, arranging for and resolving information technology needs and issues and working with the Office of Health Information Management (OHIM) to ensure that computer equipment is tracked and maintained properly. Other duties will include coordinating FOIL requests/responses for the Western Region; serving as the Region’s Sustainability Coordinator; Assisting the Administrator on Duty Coordinator; and completing reports as assigned, including conducting research, and preparing writings and drafting procedures as requested. In addition, the HPA will perform the full range of supervisory responsibilities for subordinate administrative support staff and will function as the WRO Training coordinator.

Additional Comments Permanent, full-time appointment. Transfer candidates may be asked for a social security number to verify transfer eligibility. Occasional travel throughout New York State to areas not served by public transportation may be required (5%). Depending on candidate qualifications, the position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeships are non-statutory, resulting in Salary Grade 18 upon completion.

This title is normally filled in the competitive jurisdictional class via appointment from an eligible list resulting from an examination. However, this position may be filled in the non-competitive jurisdictional class under the NY HELPS program. At a future date, it is anticipated that employees hired under the NY HELPS program will have their non-competitive employment status converted to competitive status, without having to compete in an examination. You will then be afforded with all the same rights and privileges of competitive class employees of New York State. Like competitive class employees, individuals serving on a permanent non-competitive basis in a NY HELPS title are eligible to participate in any promotion examination for which they are qualified.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
