Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS UNDER THE NY HELPS PROGRAM: To be eligible for appointment, candidates must have:

Either 1. seven years of qualifying experience*

Or 2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and five years of qualifying experience*;

Or 3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and three years of qualifying experience*.

*Qualifying experience must be in planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects. Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning.


TRANSFER OPPORTUNITY:
Candidates must have permanent status as a Facilities Planner 2, Grade 23, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in either of the qualifying titles of Building Construction Program Manager 2, Grade 23, or Professional Engineer 1 (Civil/Construction), Grade 24.

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Facilities Planner 2, Grade 23, position assigned to the Administrative Support Services Group (ASSG), Bureau of Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance. Specific duties to be performed may include, but are not limited to, the following:

Prepare work scopes, conduct approval reviews of project plans and specifications, manage and track projects through the design and construction process including coordination with OGS and DASNY.

Utilize and maintain project records in the project management system.

Coordinate and develop critical budget requests as assigned.

Compile construction programs including descriptions of the project, scope of the work, and spatial requirements for all capital projects.

Participate and assist with the selection of projects necessary to maintain Joint Commission accreditation, meet fire safety requirements, preserve the physical plant and infrastructure, enhance the program offered to OMH clients, and ensure the health and safety of clients, staff and visitors at OMH facilities.

Implement and complete assigned capital construction projects necessary to correct any Joint Commission accreditation citations.

Coordinate the initiation and completion of emergency projects as requested by facilities within assigned region.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
