Minimum Qualifications Permanent Qualifications: Candidates must currently be a permanent Human Resources Specialist 1 OR be reachable on the current Civil Service eligible list.

Transfer Qualifications: Candidate must have one-year permanent service in a title designated as 52.6 transfer eligible. by having one year of permanent competitive service in an appropriate title. NON-COMPETITIVE MINIMUM QUALIFICATIONS:
For Trainee 1, you must have a bachelor’s or higher degree.

For Trainee 2, you must have a bachelor’s or higher degree AND either:
one year of professional experience**; OR
a Juris Doctor, master’s or higher degree in a field related to the position being filled**

55 B/C QUALIFICATIONS:
• Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

Duties Description The Training Specialist 1 (MH) presents training programs to improve on-the-job knowledge of skills and abilities of employees to better enable them to carry out the agency mission, including the care and treatment of vulnerable persons in the care and/or custody of the state. The TS1 (MH) will develop and deliver training programs in our current environment; both in person and virtual classrooms.



PRIMARY DUTIES AND RESPONSIBILITIES:
Presents specific training courses in the agency’s training program.

• Attain certification as a certified instructor in the agency’s 3 levels of crisis intervention and prevention courses (PROMOTE).
• Attain certification as First Aid/CPR AED Instructor and become certified to do fit testing.
• Identifies and assesses specific training needs by reviewing agency programs and by discussing staff and program requirements with program managers.
• Presents training courses in New Employee Orientation (NEO) and annual required training by obtaining outside instructors or personally conducting course and selecting audiovisual teaching aides.
• Must be able to facilitate online learning courses, experience utilizing WebEx, TEAMS, or other distance learning platforms.
• Evaluates training courses using questionnaires, review of work reports or supervisory evaluation.
• Disseminates training announcements and information concerning educational opportunities.
• Informs program managers and supervisors in developing on-the-job training programs.
• Reviews on-the-job training programs with supervisors for relevance.
• Support the Developmental Assistant 1 traineeship program and ongoing supervisory training.

Additional Comments The position may be filled as a two-year Traineeship. An appointment may be made at the Training Specialist - MH Trainee 1 level equated to SG-13, ($49,363) or Training Specialist - MH Trainee 2 level equated to SG-14, ($52,198) or at the full performance level of Training Specialist 1-MH SG-18 ($65,001). Candidates hired at the trainee level will be advanced to the full performance Training Specialist 1 SG-18 following the successful completion of the traineeship.
*Mid-Hudson Adjustment ($1,650 will be added to job rate at each level.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
