Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

Required experience: one year of experience reviewing and processing applications for licensure in professional and technical occupations.

**Licensing Services Clerk level requirements:
• Licensing Services Clerk Trainee (equated to SG-6): no minimum education or experience requirements.
• Licensing Services Clerk, SG-9: one year of required experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 7 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

Duties Description The incumbent to this position would be responsible for, but not limited to the following:

• Examination and processing of various applications including renewals, permits and license applications.
• Review applications to determine authenticity, acceptability, and accuracy of documents; determine if the documents meet the requirements of applicable laws and department policy and procedures.
• Documents to be reviewed include, but are not limited to contracts of sale, leases, financials, diagrams, personal data forms and criminal records. The candidate will also be required to research SLA legacy systems for applicant and premises history with the Authority.
• The candidate must possess excellent written and oral communication.
• The position requires the candidate to answer questions from the public on the requirements of various license types.
• They will be required to send written communications to applicants explaining deficiencies within the application.
• The ability to write reports clearly and concisely based on the facts of an application is a must.
• The candidate will need to be able to research, read and interpret various ABC laws, rules, regulations and policies governing the licensing process.
• Candidates may be asked to assist with various additional tasks which include, but are not limited to data entry, scanning, license/permit issuance and occasional face to face contact with the public.
