Job Specifics

Minimum Qualifications Bachelor's Degree in an accounting or auditing field of study and seven years of progressively responsible professional experience conducting or managing audits, examinations or program reviews, two years which must have been in a managerial capacity.


Preferred Qualifications: Professional certification, such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA) or Certified Information Systems Auditor (CISA);


Duties Description Reporting directly to the Deputy Commissioner of Policy and Planning, the Director of Audit Services will oversee the Office of Audit Services and Compliance (OASC), ensuring that the Division of Criminal Justice Services (DCJS) is in compliance with all of the requirements of the NYS Governmental Accountability and Internal Control Act of 1987.

The Director is responsible for establishing guidelines for DCJS internal audit protocols and formulating policies for the Office of Audit Services and Compliance (OASC), ensuring that DCJS complies with all control agency reporting requirements. The Director will create and implement systems to analyze and evaluate DCJS operations; identify weaknesses and implement corrective action; conduct regular audits of DCJS program areas and functions in accordance with professional internal audit standards; review and evaluate DCJS functions to determine gaps and risk exposure; review proposed policy and operational changes and their effect on the internal audit process and annually evaluate controls over the payment process in accordance with guidance from the Office of the State Comptroller.

In this role, the Director will have general administrative oversight of the OASC and will provide technical assistance and training to the supervising auditors, ensuring that all internal audit, grant contract compliance audits, criminal history record information, Department of Motor Vehicles (DMV) Photo and LAWMAN System operating procedures are current, and that staff is performing in accordance with established policies and procedures. The Director will serve as the primary signatory on all DCJS audit reports and letters conveying the imposition of sanctions and recoveries, based on non-compliance with DCJS fiscal standards. The incumbent will also oversee the development of the annual audit plan and establish audit priorities. In coordination with the Office of Program Development and Funding, the Director will oversee fiscal audits for approximately 4,000 grant funded programs, totaling over $650 million in state and federally funded grant monies. The Director will serve as DCJS’s primary audit liaison and will coordinate the external review/audit of DCJS or its funded programs by external entities.
