Job Specifics

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent qualifications:

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~

Either 1. a bachelor's degree AND three years of professional clinical (see below) and professional administrative (see below)
experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention,
recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders;

Or 2. a master's degree AND two years of professional clinical (see below) and professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Professional clinical experience involves the provision of professional level care, treatment, or instruction to individuals with a primary diagnosis of substance use disorders in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physicians’ assistant.

Professional administrative experience primarily involves experience performing one or more of the following:
• development/management of a treatment program or prevention services;
• review and monitoring of program operations for regulatory compliance;
• development of program budget and/or review of provider expenditures;
• planning, developing, oversight, coordination, or operation of programs.

*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.



Duties Description The Addictions Program Specialist 2 will assist with coordinating and overseeing initiatives and policy development related to the advancement of integrated care services and expansion of regional capacity for statewide OASAS clinical services. Duties include, but are not limited to:
• Maintain and initiate on-going communication, conference calls, site visits, and workgroups; and ensure OASAS’ views/perspectives are accurately represented.
• Ensure that service delivery models and cross-agency initiatives are delivered in accordance with OASAS regulatory and clinical standards.
• Assist with developing procedures for implementation of agency policies and creating training and technical assistance toolkits to support initiatives and advance clinical skills.
• Confer with OASAS Regional Office and local providers to resolve problems with existing programs and/or to discuss new services.
• May supervise or function as a team leader in field assignments.
• Other job-related duties as assigned.
• Position may require travel up to 20%.


Additional Comments The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
