Minimum Qualifications Minimum Qualifications:

Auditor Trainee 1:

A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Auditor Trainee 2:
A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.

Auditor 1:

A bachelor's degree in accounting, auditing, or taxation; or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

70.1 Transfer Qualifications:

NOTE: Consecutive transfers cannot result in an increase of more than two salary grades. A comprehensive list of titles approved for transfer to Auditor 1, Auditor Trainee 1 and Auditor Trainee 2 is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications (SPL) for 70.1 transfer as detailed below.

Auditor Trainee 1 - One year of permanent, contingent-permanent, or 55 b/c service in a title allocated to a Grade 12 or higher determined to be similar by Civil Service.*

Bachelor's or higher degree** in Accounting, Auditing, or Taxation;
OR
Bachelor's or higher degree** with 24 semester credit hours in accounting, auditing, or taxation courses***.

Auditor Trainee 2 - One year of permanent, contingent-permanent, or 55 b/c service in a title allocated to a Grade 14 or higher determined to be similar by Civil Service*. You must possess, beyond the minimum qualifications of an Auditor Trainee 1 (indicated above) with either:

*Certain titles may require that you also meet the following additional special qualifications:

A master’s or higher degree** in Accounting, Auditing, or Taxation;
OR
One year of full-time professional experience****

Auditor 1 - One year of permanent, contingent-permanent, or 55 b/c service in a title allocated to a Grade 16 or higher determined to be similar by Civil Service.*

*Certain titles may require that you also meet the following additional special qualifications:

Bachelor's or higher degree** in Accounting, Auditing, or Taxation and two years of full-time professional experience****;
OR
Bachelor's or higher degree** with 24 semester credit hours in accounting, auditing, or taxation courses*** and two years of full-time professional experience****;
OR
Master's or higher degree** in Accounting, Auditing, or Taxation and one year of full-time professional experience****;
OR
a currently valid Certified Public Accountant license and registration issued by New York State.

70.4 Transfer Qualifications:

You may be eligible for Section 70.4 transfer if you have: (1) one year of permanent competitive service as a Grade 12 or higher; and (2) a bachelor’s degree**, including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation coursework***; and (3) passed the Professional Career Opportunities (PCO) exam.

NOTE: 70.4 candidates must NOT have failed the most recent PCO exam. Appointments are made at the Trainee 1 level.

55 B/C Qualifications:

This position may be designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/55c letter when applying. 55 b/c candidates must meet the open-competitive minimum qualifications:

Bachelor's or higher degree** in Accounting, Auditing, or Taxation;
OR
Bachelor's or higher degree** with 24 semester credit hours in accounting, auditing, or taxation courses***

**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. ***Please note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

****Professional experience must have been in accounting/auditing or financial internal or field auditing, responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accordance with generally accepted accounting principles.

Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

Duties Description As an Auditor 1 in the Audit Unit, the incumbent will be responsible for planning and conducting internal and contract audits. Duties of this position will include, but not be limited to:

• Perform research on the functions of the organization to be audited to determine its purpose, organization, funds involved, and applicable laws, rules, and regulations governing its operation.
• Assist in establishing the scope of audit by analyzing and determining areas for audit and the time frame to be examined.
• Assist in planning audit activities, including specific audit tasks, and recommends audit schedule.
• Participate in entrance conferences with representatives of the organization being audited to explain audit goals and methodology and to gain access to records.
• Conduct the audit by performing various tests, reviews, reconciliations, and evaluations of accounts, claims, records, and procedures to ensure that transactions are processed and properly accounted for and effective controls are in place.
• Evaluate the efficiency and effectiveness of the organization in meeting its goals and priorities by reviewing program operations, comparing programs to those of comparable organizations, and noting any relative strengths or weaknesses.
• Evaluate the organization being audited by comparing performance to contractual requirements and standards.
• Determine total direct cost of the program and analyzes costs in comparison to comparable programs in terms of functions, equipment, and personnel utilization.
• Prepare working papers to document audit scope and conclusions.
•Prepare narrative reports of audit findings and recommendations.
•Discuss audit findings with representatives of the organization and participate in exit conferences.
In addition, we maintain 40 Continued Professional Education Credits every year.
