Minimum Qualifications: You must take and pass a Civil Service examination in order to be considered for this position.
On or before the date of the examination, you must be a qualified employee of New York State and have had 12 months of permanent competitive or 55-b/55-c service as:

Either A. Human Resources Specialist 1 (Labor Relations), Human Resources Specialist Trainee 2 (Labor Relations), or Human Resources Specialist Trainee 1 (Labor Relations);

Or B. Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:

Under the direction of the Regional Employee and Labor Relations Director, the Human Resources Specialist 2 (LR) will supervise the performance of labor relations operations, maintaining an adequate and competent workforce, and will independently perform a wide range of duties in the administration of the employee and labor relations program. Essential functions include, but are not limited to, the following:

• Maintaining primary oversight of the Employee and Labor Relations (ELR) team at Sunmount DDSO, supervising the Human Resource Specialist(s) 1, SG-18, ensuring competency development, scheduling and assigning work to subordinate staff adjusting workloads as necessary, monitoring their work progress and reviewing completed work; committing to engaging in ongoing and appropriate performance management
• Providing advice and consultation to program managers and supervisors to ensure proper interpretation and equitable administration of contract provisions, providing advice and assistance regarding labor relations and disciplinary matters
• Advising program managers, supervisors and employees on applicable laws, rules/policies, directives or negotiated agreements related to the work environment
• Monitor the timely processing of Step 1 grievances in accordance with contractual timeframes. Gathering evidence, scheduling hearings, preparing written grievance decisions; assigning and delegating grievances to subordinate staff and reviewing Step 1 decisions written by subordinate staff prior to issuance. Entering and monitoring the grievance tracker in Microsoft Lists
• Participation in various agency level labor management meetings and subcommittees, including serving as the Health & Safety Committee meeting chairperson; attending weekly Investigation Status meetings
• Conducting and/or assisting in employee misconduct investigations by gathering documents and statements, conducting interviews and interrogations of employees, writing investigative summaries; reviewing and signing off on investigative summaries prepared by subordinate staff
• Acting as a liaison with the Justice Center, OIIA, and ADID Investigators, monitoring the Sunmount labor relations inbox, and performing associated duties ensuring all requests are met in a timely fashion
• Assisting Employee Relations team in preparation of Article 33 Arbitrations
• Implementing awards and decisions determined by Arbitration Hearings/settlements, and issuing Notices of Discipline, as directed by the Employee Relations team
• Administering Employee Relations processes as assigned – i.e., Reasonable Suspicion, Employee Health Services (EHS) referrals
• Assuming the roles of Workplace Violence Coordinator and Domestic Violence Agency Liaison (DVAL), upon completion of necessary training
• Regular computer use of NYSTEP; TIMES; Microsoft Excel, Word, Outlook, Teams, Lists; VPCR; WebEx
• Ability to work confidentially, independently, act discreetly and exercise good judgement

• Other labor relations duties as assigned.
