Job Specifics
Minimum Qualifications Applicants may be appointed to this position if currently reachable on the appropriate eligible list; OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent or contingent-permanent service as a Fire Protection Specialist 2 and are interested in reassignment.
Duties Description The incumbent will report to the Office of Fire Protection and Control's (OFPC) Hazardous Materials Branch. Duties include, but are not limited to:
• Review and audit teaching assignments of Fire Protection Specialists 1 (FPS1) and license State Fire Instructors and take corrective action as needed.
• Recommend new training programs and assist FPS1s and State Fire Instructors in developing training programs.
• Review curricula, lesson plans, instructional materials, and public education materials for content, relevance, and accuracy.
• Review participant evaluations and condult with instructor to identify areas for course improvement.
• Critique instructors on presentation methods, techniques, and technical content and provide guidance and suggestions for improvement.
• Assist in developing and implementing fire safety policy and program development recommendations for state agencies, college campuses, and others, including the review of college fire service courses, curriculum, and programs.
• Assist local fire departments to identify outside experts in highly technical training programs and arrange for training materials, accommodations, and expenses.
• Supervise the periodic review of local fire department training programs and courses and recommend approval or revocation of the certification of the programs.
• Supervise life safety code and fire inspection programs.
• May provide instruction on life safety code and fire prevention courses.
• Review inspection reports prepared by subordinates and supervise the preparation of formal departmental recommendations for remedial action, including legal action.
• Perform more complex inspections and investigations and prepare necessary reports.
• Perform discal, personnel, and administrative functions to support the NYS life safety code and fire protection programs.
• Prepare technical reports on fire reporting data, fire safety trends and developments, and changes in technologies.
• Interpret fire safety provisions for government officials and private agencies.
• May consult with architects, engineers, and facility managers to resolve fire safety deficiencies found by field staff.
• May assist in developing fire prevention and investigative strategies for local fire prevention planners and the community to ensure cooperation and coordination of the state and local government programs.
• May represent the State Fire Administrator at meetings with local officials and at national, state and local seminars, conferences, and workshops.
• Perform the full range of supervisory responsibilities over FPS1s.
• Assign work, evaluate work performance, counsel staff, approve time off, train staff, and participate in the interview and selection process.
• Travel will be required.
Additional Comments This position is eligible for location pay of $3,400.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
