Minimum Qualifications Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). NY HELPS*: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

preferred Qualifications: Knowledge of Human Resources related topics, knowledge of Microsoft Office Suite, commitment to providing exceptional customer service, strong communication (verbal and written) and interpersonal skills, excellent organizational skills and attention to detail, ability to analyze and problem solve, ability to work with various stakeholders inside and outside of the office, willingness to take initiative, resourcefulness and ability to work successfully in a team environment.
Duties Description The incumbent will serve as an OHIP Recruitment Liaison to the Department’s Human Resource Management Group (HRMG), assisting with the development of policy, strategy, and goals as it relates to personnel and other human resource related topics. Duties will include, but are not limited to: Managing recruitments in HRMG's Request to Fill Tracking System from initiation to completion, maintaining Standard Operating Procedures, including recruitment guidance, checklists, and documents, monitoring and tracking progress while interviews are being conducted, coding eligible lists based on candidate declinations, managing candidate nominations to obtain approval to offer employment, written and verbal communication with Division hiring managers and eligible candidates, maintaining Personnel databases and organizational charts, tracking and reporting recruitment progress, and special Human Resource related projects.
