Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as an Investigator 1, Investigator 1 (Chinese Language), Investigator 1 (Korean Language), Investigator 1 (Spanish Language), Investigator, Investigator (Spanish Language), License Investigator 1, License Investigator 1 (Chinese Language), License Investigator 1 (Korean Language), License Investigator 1 (Spanish Language), Compensation Claims Investigator 1, or Rent Administration Investigator 1. If 3 or fewer qualified Department of State Investigator 2 (License) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Investigator 1, Investigator 1 (Chinese Language), Investigator 1 (Korean Language), Investigator 1 (Spanish Language), Investigator, Investigator (Spanish Language), License Investigator 1, License Investigator 1 (Chinese Language), License Investigator 1 (Korean Language), License Investigator 1 (Spanish Language), Compensation Claims Investigator 1, or Rent Administration Investigator 1 without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as an Investigator 1, Investigator 1 (Chinese Language), Investigator 1 (Korean Language), Investigator 1 (Spanish Language), Investigator, Investigator (Spanish Language), License Investigator 1, License Investigator 1 (Chinese Language), License Investigator 1 (Korean Language), License Investigator 1 (Spanish Language), Compensation Claims Investigator 1, or Rent Administration Investigator 1.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Investigator 2 (License) the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Investigator 2 (License) exam and be reachable for appointment from the newly established eligible list.

55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
FINGERPRINTING QUALIFICATIONS:
Appointment to this position may require that the candidate successfully undergo an investigative screening including a criminal history check.
Duties Description DUTIES:
The Investigator 2 (License) duties in Licensing Division will include but are not limited to the following:
• Responsible for supervision of Investigator 1’s.
• Assist with on-site training.
• Conduct investigations of a wide variety of consumer complaints.
• Interview complaints/respondents.
• Obtain statements, documents, and related evidence.
• Conduct on-site inspections at licensed businesses to determine compliance with licensing laws (travel to other areas of the state is required for some assignments).
• Write narrative reports to effectively communicate the results of investigations to appropriate parties.
• Testify in adjudication proceedings concerning evidence gathered in investigations.
• Review investigative reports of subordinates and prepare referral memos for general counsel.
