•Candidates must have a Juris Doctor, be admitted to practice and in good standing with the bar of the State of New York, with a minimum of seven (7) years of legal experience in an investigatory context, preferably with time spent in a supervisory role.

•Work-related familiarity with the work of the Commission, gaming industry rules and regulatory frameworks, and New York State government, its agencies, and laws is preferred but not required.

•Candidates should also have demonstrated leadership abilities, sound judgment, strong oral and written communication skills, legal research proficiency, and significant interview and/or deposition experience. Highly developed analytical and problem-solving skills are essential.

•As this is a role with statewide responsibility, an ability and willingness to travel regularly is essential, as is strict adherence to confidentiality, and dedication to the mission of the New York State Inspector General.

•New York State residency is mandatory.

Duties Description Attorney-In-Charge of Gaming Matters
(Albany, Buffalo or New York City)

The Offices of the Inspector General (“OIG”) are comprised of three offices, derived from the three appointments held by Inspector General Lucy Lang:

•The Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, is entrusted with the responsibility of receiving and investigating complaints of fraud, corruption, criminal activity, conflicts of interest, and abuse in executive branch agencies of New York State government;

•The Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs; and

•The Office of the New York State Workers’ Compensation Fraud Inspector General(“WCFIG”), as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system.

Additionally, as of June 18, 2021, the duties and responsibilities of the former Office of the Gaming Inspector General were transferred to and encompassed by NYSIG. including the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission.

OIG has office locations in Albany, Buffalo, Hauppauge, New York City, Suffern, and Syracuse.

Job Description
OIG is seeking an experienced Attorney-in-Charge (AIC) for Gaming Matters to serve as both a subject matter expert and leader of the Office’s proactive and complaint driven reform efforts related to New York State gaming, including commercial casinos, Class III Indian gaming, charitable gaming, video lottery, horse racing and pari-mutuel wagering, the State Lottery, interactive fantasy sports, and mobile sports wagering. In 2023 alone, OIG received over 370 such gaming-related complaints, which constituted a 20% increase over the prior year. Reporting directly to the Chief Deputy Inspector General, the Gaming AIC will work closely with the Regional Deputy Inspectors General (Regional DIGs) and Chiefs of Investigations and Audit to oversee all active gaming related matters within OIG.
Internal Responsibilities Include:

•Evaluating all gaming related complaints received by OIG for the purpose of making recommendations as to the appropriate action(s) to be taken by this office.

•Serving as the primary attorney on all novel, complex, and policy setting OIG gaming related investigations and initiatives.

•Conducting quarterly case reviews with OIG investigative teams to ensure alignment with investigative objectives and mandates on all gaming related matters.

•Conducting, in conjunction with OIG’s Legal Training Unit, comprehensive training sessions for both new and existing staff on pertinent legal matters, investigative techniques, and emerging programs related to gaming related matters.

•Authoring the Inspector General’s Annual Gaming Oversight Report, synthesizing key findings, and offering strategic recommendations.

External Responsibilities Include:
•Fostering collaborative partnerships and acting as a liaison with law enforcement agencies at the local, state and federal levels.

•Representing OIG at conferences, training seminars, and speaking engagements.

•Staying abreast of legislative actions, emerging industry trends, and best practices related to the gaming industry.

•Conducting training for Commission officers and employees regarding the prevention and elimination of corruption, fraud, criminal activity, conflicts of interest, or abuse.

This is a Management Confidential position appointed by the Inspector General and approved at a Grade M-3 equivalent, within which OIG seeks to hire at a salary range between $120,925 and $130,439, commensurate with experience.
