This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications for appointment to Environmental Analyst Trainee, NS:

A bachelor's or higher degree in agricultural engineering, agronomy, archeology, atmospheric science, biochemistry, biology, chemical engineering, chemistry, civil engineering, coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental science and policy, environmental studies, environmental toxicology, forest science, forestry, geochemistry, geography, geological engineering, geology, hydrology, land use planning, landscape architecture, marine science, meteorology, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, physical science, or physics.

Examples of non-qualifying degrees are, but not limited to, Criminal Justice, Cultural Anthropology, Environmental and Business Economics, Environmental Health Policy, Public Health, Science Education or any education discipline, Urban or City Planning.

For Appointment at the Trainee 2 level you must also have:

Either 1. One year of qualifying professional experience in a position having substantial relationship to environmental analysis*; OR

2. A master's degree or higher in agricultural engineering, agronomy, archeology, atmospheric science, biochemistry, biology, chemical engineering, chemistry, civil engineering, coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental science and policy, environmental studies, environmental toxicology, forest science, forestry, geochemistry, geography, geological engineering, geology, hydrology, land use planning, landscape architecture, marine science, meteorology, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, physical science, or physics.

For the Full Performance Level you must also have:

Either 1. Two year of qualifying professional experience in a position having substantial relationship to environmental analysis*; OR

*Qualifying experience is defined as: Experience having substantial relationship to environmental analysis means that at least 50% of the time is spent preparing and/or reviewing environmental assessments and or environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining. Experience limited to supervision of clerical staff, or interns is NOT qualifying.

Duties Description This position is located within the Division of Environmental Permits. The Division of Environmental Permits manages the review and coordination of natural resource and environmental quality permit applications for the New York State Department of Environmental Conservation (NYSDEC). The incumbent would serve as a project manager in the Division’s Energy Project Management Bureau which specifically reviews energy generation and transmission projects.

Project management activities include reviewing environmental reports and applications; preparing written comments; coordinating and facilitating meetings; communicating with the public and applicants; tracking project milestones; and drafting environmental permit conditions.

More specific duties will include:

Project Management and Review (80%)
• Conduct timely reviews of environmental reports and applications
• Perform occasional field work to inspect project sites
• Consolidate comments from other NYSDEC Divisions
• Schedule and facilitate internal and external meetings
• Prepare written material including a wide variety of NYSDEC correspondence such as Applicant comment letters and decision documents
• Identify relevant project issues and prepare briefings
• Participate in procedural, settlement, and working group meetings with other regulatory agencies and applicants
• Attend public meetings
Project Screening (10%)
• Evaluate potential environmental areas of concern and impacts within project areas using Geographic Information Systems(GIS), drawings and plans provided in application, technical reports including engineering studies, biological studies, wetland delineations, and sampling test results; and create maps
• Provide guidance to the regulated public and other agencies on NYSDEC permit jurisdictions and other related matters.
Other (10%)
• Other duties as assigned to support the Energy Project Management Bureau and/or the Division of Environmental Permits.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
