Job Specifics

Minimum Qualifications Construction Auditor/Investigator: A Bachelor’s degree (in fields such as construction management, engineering, architecture, business, public administration, accounting) and three years of experience OR a license in a trade and five years of relevant experience.

Senior Construction Auditor/Investigator: A Bachelor’s degree (in fields such as construction management, engineering, architecture, business, public administration, accounting) and seven years of experience OR a license in a trade and ten years of experience. The experience should include time spent in a supervisory and/or project management capacity.

• Demonstrated analytical skills, critical thinking skills, impartial judgment, and investigative/research aptitude.
• Experienced in conducting interviews of field personnel as well as management.
• Experienced in gathering and analyzing information.
• Ability to write professionally

Valuable knowledge and experience (preferred, but not required):
• Experience working in an oversight capacity
• Knowledge of public sector procurement, contracts, protocols, policies and procedures.
• Knowledge of capital budgeting and estimating.
• Knowledge of applicable local, state, and federal statutes, rules, and regulations.
• Knowledge of safety and OSHA requirements
• Familiarity with basic design and construction processes, drawings, means and methods and organizational structures preferred.
• Relevant certifications include Certified Fraud Examiner (CFE), Certified Internal Auditor, and Certified Construction Auditor (CCA).

Position Requirements:
• Travel within the MTA geographic jurisdiction.
• Ability to conduct site visits to active construction sites and safely traverse active transportation facilities.
• Ability to work outside of regular business hours as required.
• Position is eligible for tele-working according to office policies.

Duties Description • Conducts simultaneous, high quality, reviews of the MTA capital construction contracts, processes, procurement, billings, and management to identify fraud and abuse, and to see that any wrongdoers are held accountable.
• Identifies risk, mismanagement, and safety concerns and formulates impactful recommendations to address the problems found.
• Works with a team on planning, conducting, and reporting on investigations and reviews regarding the MTA’s capital construction and maintenance programs.
• Conducts interviews of agency personnel, vendors, and contractors who conduct business with the MTA and other persons of interest.
• Analyzes contracts, billings, inspection records, payroll and other electronic or paper records in furtherance of audit or investigation objectives.
• Drafts comprehensive, clear, and concise written memoranda of interviews, investigative efforts, and other relevant work products.
• Authors and assists in the preparation of professionally written reports identifying recommendations and conclusions.
• Testifies in administrative hearings and other court proceedings as required.
• Develops and maintains professional working relationships and continually gains knowledge of evolving MTA and MTA agency operations.

Additional Comments Position Summary:
The OIG is expanding its workforce dedicated to oversight of the multibillion-dollar capital program at the MTA. Construction oversight staff work in either the Audit or Investigative Units but regularly coordinate across both disciplines. Construction oversight staff investigate allegations of wrongdoing or fraud and conduct proactive reviews to identify and uncover waste and mismanagement by MTA or its contractors. The senior position will lead efforts and supervise junior staff. A range of skills are needed to evaluate the MTA’s maintenance and capital construction programs, including the design, procurement, budgeting, management, and construction.
