Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18 OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 and eligible to transfer to Senior Accountant, G18 under Section 70.1 of the Civil Service Law; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level and eligible to transfer to an Accountant Traineeship under Section 70.1 of the Civil Service Law.

Non-Competitive (HELPS) Minimum Qualifications:

Accountant Trainee 1: A bachelor's or higher degree in accounting, auditing, or taxation; OR a bachelor's or higher degree with 24 semester *credit hours in accounting, auditing, or taxation courses.

Accountant Trainee 2: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

Senior Accountant,: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
* Note that courses such as business law, economics, statistics,
and most finance courses, although taken as part of an
accounting curriculum, cannot be counted toward the 24
semester credit hours.
** A master’s degree in accounting, auditing, or taxation
substitutes for one year of qualifying experience.

Preferred Qualifications:

In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications:

• Knowledge of governmental accounting standards, the OSC GFO and Fund Classification Manual, or other similar federal or state government compliance requirements.

• Ability through technical skills to parse data sets and identify pertinent information and possess an ability to communicate results through oral and written communication in a manner that is easy to read, and understandable to those without an accounting background.

• Experience using the Statewide Financial System.

Duties Description This position is located in the Cycle Funding unit of Medicaid Financial Management within the New York State Department of Health Division of Administration, Fiscal Management Group. Under the supervision of an Associate Accountant, the Senior Accountant will handle fund accounting for Medicaid Management Information System (MMIS) cycle-based activity funded by intergovernmental transfers from local districts received on a mandatory basis.

Job Description and Responsibilities:

• Prepares journal entry templates and processes journal entries in the Statewide Financial System (SFS) in accordance with governmental accounting standards set by the Office of the State Comptroller (OSC) Guide to Financial Operations (GFO) and Fund Classification Manual.

• Monitors and verifies cash receipt deposits to fund cycle-based payments. Prepares internal files and accounting schedules and maintains them on a weekly basis.

• Collects and compiles supporting documentation and records making sure they are accessible and readily available for review, request upon audit, or inquiry.

• Adheres to established accounting methods and processes and may recommend potential changes to current accounting systems and documentation standards.

• Prepares or assists in the preparation of special accounting schedules, forms, and reports related to MMIS cycle-based expenditures, system reports, and funding of federal and non-federal shares.

• The incumbent will prepare reconciliations of expenditures from accounting records to the MMIS and SFS.

• May provide advice and assistance regarding technical accounting and reporting matters related to and expenditures for MMIS cycle-based activity.

• Prepares funding request letters requesting intergovernmental transfers for non-federal shares of MMIS cycle-based payments.

• Performs various other duties as assigned.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
