Job Specifics

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The position may be filled at the Health Program Administrator Trainee 1 level equated to SG-13, $49,363, Health Program Administrator Trainee 2 level equated to SG-14, $52,198, or full performance Health Program Administrator 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1, SG-18 following the successful completion of the traineeship.

NY HELPS: To be eligible for a NY HELPS appointment, the candidate must have:
Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS), or Health Program Administrator Trainee 2 (NS). Preferred Qualifications: The preferred candidate will have excellent written and oral communication skills and interpersonal skills; the ability to research and analyze information; strong organizational skills; the ability to adapt to changing priorities and tight timeframes; and experience with Microsoft Office Products, including Word, Excel, Access, Visio and Teams, and Webex.

Duties Description The Health Program Administrator/Trainee position will work within the Division of Eligibility and Marketplace Integration (DEMI), Bureau of Division Support, which is responsible for managing all employee support functions in the Division. Staff in this Bureau work with Division management to identify staffing needs and initiate and complete recruitments and act as liaisons to the Office of Health Insurance Programs (OHIP) Administration, Employee Support on recruitment and operational matters.

Specific duties and responsibilities may include but are not limited to:

•Participate in space planning, telecommunications, purchasing, logistics, and communication functions to support Division needs.

•Assist with the DEMI recruitment process, which includes drafting interview questions and postings, submitting interview materials for approval, scheduling interviews, conducting reference checks, and preparing request to hire packages.

•Update and maintain various tracking spreadsheets.

•Assist with updating Division organization charts.

Additional Comments This position is part of the NYS HELPS program. No examination is required.
