Job Specifics
Minimum Qualifications Applicants may be appointed to this position if currently reachable on the appropriate eligible list; OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent or contingent-permanent service as a Program Aide and are interested in reassignment; OR are a current New York State employee with one year or more of permanent or contingent-permanent service in a position allocated to a Grade 11 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.
Duties Description The incumbent will support the Disaster Recovery Programs' Public Assistance Administration unit. Duties include but are not limited to:
• Develop and maintain knowledge of all applicable State and Federal laws, rules and regulations relating to recovery programs and grant administration.
• Act as a resource and share knowledge and expertise with subordinate staff, internal/external agency stakeholders, and applicants.
• Organize, maintain, and update electronic information and documentation for projects, contracts, disaster declarations, letters, program and financial information and reports.
• Compile data and draft program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to Federal Emergency Management Agency (FEMA), state agencies and applicants as directed.
• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.
• Attend meetings with FEMA, state agencies, and applicants as needed.
• Assist with preliminary damage assessment team efforts and disaster declaration requests, if needed.
• Provide logistical support to Recovery unit activities by assisting in briefings and the preparation and organization of materials.
• Complete special projects as assigned, usually with minimal turn-around time.
• Facilitate, participate in, and deliver trainings and workshops to inform and educate applicants and staff of recovery program and administrative processes.
• Supervise subordinate staff as required.
• Perform other duties as required.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.
NOTE ON TRAVEL: Travel may be required, including during evening and weekends, approximately 10% depending on mission and assignment. You must possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.
