Job Specifics

Minimum Qualifications Applicants may be appointed to this position if currently reachable on the appropriate eligible list; OR are a current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent or contingent-permanent service as a Program Aide and are interested in reassignment; OR are a current New York State employee with one year or more of permanent or contingent-permanent service in a position allocated to a Grade 11 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.

Duties Description The incumbent will support the Disaster Recovery Programs' Public Assistance Field Support & Training unit. Duties include but are not limited to:

• Develop and maintain knowledge of all applicable State and Federal laws, rules and regulations relating to DHSES Recovery Public Assistance program. Acts as a resource and shares knowledge and expertise with staff, internal/external agency stakeholders and applicants.
• Organize, maintain, and update electronic information and documentation for, disaster declarations, letters, program specific information, and reports.
• Respond to applicants and internal staff requiring assistance with Grants Portal issues and processes.
• Respond to inquiries from applicants regarding eligibility and refer more difficult questions to higher Field Unit leadership for resolution and action.
• Attend meetings with FEMA, state agencies, and applicants as needed.
• Assist with preliminary damage assessment team efforts and disaster declaration requests if needed.
• Provide logistical support to Recovery unit activities by assisting in briefings and the preparation and organization of materials.
• Perform other duties as required.

*Work schedule may vary based on operational need. Occasional overtime may be required

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines.

NOTE ON TRAVEL: Travel may be required, including during evening and weekends, approximately 10% depending on mission and assignment. You must possess and maintain a valid, unrestricted New York State motor vehicle operator’s license.
