Job Specifics
Minimum Qualifications Six years of experience as a radio systems engineer involving the development, deployment, operation, and maintenance of wireless land mobile radio or other wireless communication systems.
Substitution:
College degree in electrical engineering, electronics engineering, applied engineering, physics, or a related field may substitute for general experience as follows: associates, two years; bachelor's, four years; and master's, five years.
Duties Description The incumbent will report to the Office of Interoperable and Emergency Communications. Duties include but are not limited to:
• Maintain an Internet Protocol (IP) network for various systems supporting communications, which include Voice over IP (VoIP), Radio over IP (RoIP), routers, switches, Virtual Private Networks (VPNs) and Virtual Local Area Network (VLANs), and utilize transport technologies including fixed, wireless, cellular and satellite.
• Maintain a VoIP Session Initiation Protocol (SIP) phone system that includes several hundred phone endpoints in both a fixed and deployable environment.
• Monitor systems for operational and security alerts and maintain an awareness of emerging issues and threats that affect the communications systems within the office.
• Implement and adhere to technology policies and procedures within the office.
• Responsible for engineering, technical support, and analysis for the Office of Interoperable
and Emergency Communications (OIEC).
• Collaborate with peers and staff within the Division of Homeland Security and Emergency Services (DHSES) offices, other State agencies, and outside entities (local governments, federal agencies, consultants) in relation to planning, implementing, or operating public safety communications systems.
• Provide emergency/disaster response communications as requested by the Office of Emergency Management (OEM) or the Executive staff.
• Provide technical support, operation, and maintenance of communications assets deployed during exercises and disaster response incidents.
• Analyze radio, telecommunications, microwave, and satellite communications systems functionality and performance.
• Resolve and repair hardware and software problems and direct routine maintenance to ensure optimal network operations and service.
• Develop and understand technical standards for the operation and maintenance of the emergency communications systems and assets.
• Monitor the use and operations of public safety radio frequencies.
• Maintain thorough knowledge of the state-of-the-art land mobile radio, emergency services dispatching systems, voice, and data telecommunications.
• Maintain thorough knowledge of emerging technologies with applications intended for the field of public safety.
• Operate deployable assets, communications equipment, and land mobile radio/satellite, and telecommunications systems.
• Travel may be required (approximately 40%), including during evening and weekends, depending on mission and assignment.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
