Non-Competitive Qualifications for appointment under the NYHELPS Program:
For appointment to Office Assistant 2, you must have:
• One year of clerical experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

For 70.1 transfer to an Office Assistant 2, salary grade (SG)-09, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-07 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description • Document Sorting, Prep, Scanning, & Indexing
o Sort mail accurately by document classification
o Prepare paper folder/singletons contents for scanning
o Scan documents
o Once scanned, perform QA of images
o Maintain a high level of expertise and sophistication in identifying over 390 documents as well as the indices of their images (i.e. social security number, registration number, retirement system indicator, document class, document type, and receipt date).
o Perform complicated records maintenance activities by reviewing the electronic member folder record images and standards and are properly indexed to conform to eight document classes and over 390 document types.
o Ensure that all paper documents/records are accounted for when reviewing images. Ensure that electronic record images are at least as legible as the original paper folder and are assigned to the proper index values.
o Communicate with supervisors on the status and disposition of boxes assigned for review.

• Maintain Production Reports
o Production reports should be maintained accurately and turned in timely.

• Miscellaneous Task
o Assisting with all activities related to scanning, training, answer Office Assistant 1 questions and meetings.
o Although not assigned formal supervision duties, take responsibility for carefully and thoroughly
o assist new employees in unit procedures.
o Perform additional duties as necessary to ensure the success of the scanning section.

Additional Comments Knowledge, Skills, and Abilities:
• Knowledge of agency policies and program policies, procedures and functions.
• Ability to use office equipment such as computers, scanners, and photocopiers, etc.
• Ability to enter and retrieve data using an alphanumeric keyboard.
• Ability to prepare reports.
• Ability to read, understand and apply laws, procedures, rules, regulations and guidelines where there are not clear precedents and without detailed direction.
• Ability to perform tasks accurately within prescribed time frames.
• Ability to communicate effectively in writing and orally.


Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
