Job Specifics

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive
appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.


If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

The position may be filled at the Business Systems Analyst Trainee 1 level equated to SG-13, $49,363, Business Systems Analyst Trainee 2 level equated to SG-14, $52,198, or full performance Business Systems Analyst 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1, SG-18 following the successful completion of the traineeship.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Business Systems Analyst Trainee 1: A bachelor's or higher degree.

Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional experience as described below OR a JD or Master’s degree in a related field.

Business Systems Analyst 1: A bachelor's degree and two years of professional experience as described below OR a JD or Master’s degree in a related field and one year of professional experience as described below.

Qualifying experience includes: Business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC)

COMPETITIVE QUALIFICATIONS:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1 (Health); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1 (Health). Preferred Qualifications: Demonstrated knowledge and experience with business analysis standards as defined in the business analysis Body of knowledge (BABOK)

Experience in eliciting and documenting IT requirements for automated systems, using various methods

Experience in translating functional and technical requirements system specifications through design documents, decision logic tables, and flow diagrams

Demonstrates excellent verbal and written communication skills

Duties Description Eliciting and documenting IT requirements for automated systems, using various methods including but not limited to process models, User Stories, and Use Cases.

Create process, data and object-oriented models to support understanding.

Translate functional and technical requirements into programming specifications through design documents, decision logic tables, and flow diagrams.

Test, validate, and document applications.

Create helpful and informative technical documentation for mission critical systems.

Lead JAD sessions as a recording analyst or scribe.

Lead business process improvement consulting engagements.

Develop value stream maps, associated documentation, and reports.

Participate in DOS and statewide business analysis community and stay current with best practice methodologies.

Assist developing consistent approaches for business analysis and providing guidance on tools and techniques; and

Assist with the delivery of business analysis training.

Additional Comments Experience with Medicaid and other healthcare programs is a preferred.
