Job Specifics

Minimum Qualifications To be eligible for the Public Information Specialist 2, G-23 position you must meet one of the following conditions as detailed below:

NY HELPS*:

Either a bachelor’s degree in English, communications, journalism, broadcasting, public relations, film, TV production, digital marketing, or a related field AND three years of experience in public or governmental relations, and/or in writing or producing content for various media.

Or a master’s degree in English, communications, journalism, broadcasting, public relations, film, TV production, digital marketing, or a related field AND two years of experience in public or governmental relations, and/or in writing or producing content for various media.

Or seven years of experience as described above.

Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-21 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment.

Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.

55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum

Preferred Qualifications:

- Strong understanding of marketing key performance indicators is a must. Must be capable of lifting 50 lbs., maneuvering large equipment with the use of hand trucks and assembling large exhibit displays, which may require use of tools and ladders.

- Occasional overnight and weekend travel required.

- Understanding of NYS Finance Law is a plus.

- Supervisory experience is a plus.

Duties Description Duties include but are not limited to:

- Direct and evaluate the agency marketing program and continuously examine market trends and new media to improve the effectiveness of the program.

- Oversee marketing campaign budgets from various funding sources to facilitate accurate accounting, invoice approval, and maximization of resources.

- Negotiate contract prices with external vendors.

- Issue media buy requests and work directly with DMV’s contracts specialists to execute procurements in compliance with NYS Finance Law.

- Communicate with vendors and external stakeholders, and facilitate marketing meetings with media buyers, make critical campaign decisions, and ensure accurate campaign reporting.

- Establish and maintain production schedules.

- Manage the procurement of agency giveaway items and apparel in accordance with NYS branding and procurement laws. Prepare items for shipment and coordinate their distribution.

- Serve as the agency architect for various large-scale events and exhibits including securing event space and necessary equipment rentals, coordinating the program and menu, and arranging for staffing, speakers, and other exhibitors.

- Maintain schedule for agency marketing events and exhibits, execute related contracts, and prepare travel arrangements.

- Prepare and assemble exhibit displays for use at events such as fairs, conferences, conventions, seminars, tradeshows, and training seminars, and staff such events in both indoor and outdoor settings.

- Advise agency leadership on the most effective methods of preparing and disseminating materials related to existing and new policies, programs, and activities.

- Monitor and track feedback related to agency programs and initiatives and analyze internal and external stakeholder feedback collected through surveys, focus groups, or interviews.

- Answer inquiries from the public concerning marketing program.

- Periodically review public-facing materials issued by the agency and recommend changes to subject matter, format, and distribution method.

- Supervise a small team of support staff.

- Evaluate staff performance against established performance standards.
