Job Specifics

Minimum Qualifications Certification from the Department of Health in the grade required for operation for the plant to which assigned; appointees may be temporarily employed pending certification but must be removed if they fail to achieve certification.

Duties Description This position exists within the Utilities and Transportation Infrastructure section of the Allegany Regional Maintenance Department. Under the direction of higher-level supervisory personnel, the incumbent will engage in activities/tasks involved in the operation and maintenance of potable water supplies and systems, and wastewater systems and treatment plants.
Duties include, but are not limited to:
• Operates potable water treatment systems and wastewater treatment systems including operating and adjusting pumps, valves, chlorinators, chemical feeding machinery, aerators, etc.
• Takes samples for physical, chemical, and bacteriological laboratory analysis.
• Makes chemical tests for residual chlorine, pH, dissolved oxygen, settleable solids, etc. and adjusts operation of treatment systems according to test results.
• Supervises the work of lower-level potable water treatment and wastewater treatment staff as assigned.
• Perform preventive maintenance to keep equipment and machinery functioning properly by lubricating, scraping, painting, etc.; and make visual inspections of plant and system operating equipment and machinery.
• Analyze and record test results, flow rates, chemical feed rates, total water usage, etc.
• Backflush line feeding equipment to prevent excessive and damaging build-up.
• Inspect well buildings, well pumps and motors, lubricating them as required; keep buildings clean and functional.
• Inspect wastewater treatment plants and lagoon facilities including pumps, aerators, control systems, etc., performing routine maintenance as required; keep facilities clean and functional.
• Blow off hydrants, as directed, to maintain clear water at all locations and especially those of lesser use.
• Operate pumper truck to pump, transport, and dispose of septage and waste at permitted facilities.
• Repair/rebuild pumps, valves, filter tanks and related parts, and structural work; and make recommendations to supervisor concerning replacement or purchasing of new equipment or machinery.
• Operate and use laboratory equipment, small hand tools, and power tools.
• Lift, carry and move equipment and/or materials of different weights and sizes; and have the ability to bend, stand and/or walk for long periods of time.
• Communicate effectively and interpret written material and instructions.
• Create and maintain accurate written records.
• Perform basic math such as add, subtract, multiply, divide, and perform calculations using equations.
• Assist in emergency response functions as assigned.
• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
• The work involves medium to heavy physical labor and requires the incumbent to be reliable, flexible, and willing to work in a team setting.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid Class B Commercial Driver’s License with Tank Endorsement or be able to obtain it within the probationary period, and continuously thereafter as a term and condition of employment.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess a Grade C and D Community Water Systems Operator certification issued by the NYS Department of Health, or be able to obtain within the probationary period, and maintain it continuously thereafter as a term and condition of employment.
• Possess of a Grade 1A Wastewater System Treatment Plant Operator certification recognized by the NYS Department of Environmental Conservation is required or must be obtained within the probationary period. Additionally, candidates must acquire a Grade 2B Community Water Systems Operator certification within 18 months of appointment, which is a term and condition of employment.
• Must be willing and able to respond to emergencies and answer calls outside of the normal work schedule.

***Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The candidate is required to participate in pre-employment, random and post-accident drug and alcohol testing.
