Minimum Qualifications MINIMUM QUALIFICATIONS:
Promotion:
One year of service as a Training Specialist 2 (Mental Hygiene).
Open Competitive Qualifications:
A bachelor's degree and four years of professional experience in the development, delivery, and management of staff development programs in a mental hygiene setting. One year of this experience must have been in a supervisory position in a setting providing services to individuals diagnosed with developmental disabilities, mental illness, or alcohol and substance abuse with responsibility for all or a major part of a comprehensive staff development program.
MQ Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer Qualifications:
If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1or Section 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
Telecommuting – To be discussed at time of interview. Candidates interested in telecommuting are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines and MAY be allowed to telecommute up to 5 days day per pay period dependent upon operational needs.

Duties Description POSITION DESCRIPTION:
Incumbents of these positions oversee a comprehensive education and training program for facility staff, including employees
in community-based programs. Supervise training staff in developing and conducting education and training programs and in
providing educational and career-related information to employees. Monitor training initiatives for compliance with mandated
accreditation requirements.
The Associate Director of Training:
• serves as a key member of the District’s management team, overseeing all Talent and Development Trainings
activities.
• is responsible for coordination of critical and mandatory training for new and current employees.
• plans, organizes, and directs training programs to improve performance of agency operations.
• meets with agency executive staff, program managers and employees to identify and analyze training and
development needs in the context of agency goals and objectives.
• oversees curriculum development; develops and maintains working relationships with other training organizations,
consultants, and labor/management groups.
• develops performance standards for programs and instructors and methods for evaluating results.
• provides advice and assistance to managers and supervisors to help improve employee performance and
productivity, coordinates training activities with other State agencies and organizations.
• monitors training compliance and evaluates reports.
• and supervises professional and support staff.

TRAVEL: 10%. You must have a valid driver’s license and reliable transportation to apply as
travel is a part of the duties involved in this position. This may include a stateowned
vehicle, as available, or the employee’s own car. An employee who uses
his/her own car will be reimbursed at current negotiated rates.

Additional Comments *Please note that the posted Full-time Hiring Salary for this title includes the sum of
statutory hiring rate ($90,931), and the Downstate location ($3,400). These additional salary
adjustments are added to job rate ($114,940).
