Job Specifics

Minimum Qualifications BA required (or comparable years of experience), master’s degree (preferred) in accounting, public administration or public policy, public health, sociology, early childhood education, or other related human service degree program. Demonstrated experience managing large-scale projects involving a variety of high-level stakeholders with the knowledge of New York State’s procurement procedures preferred. An understanding of contract procurement and fiscal management is preferred. Strong writing, oral, and interpersonal skills. Collaborative skills and a team approach to accomplishing work. Ability to organize and prioritize tasks, meet deadlines and be flexible.

Duties Description *This position current runs from December2024-September2027, with the possibility of an extension*

New York State has been awarded a Preschool Development Grant Birth to Five Renewal 3-year grant from the US Department of Health and Human Services, Administration for Children and Families, Office of Child Care to do the following:
• Conduct an updated birth through five Needs Assessment.
• Update the early childhood Strategic Plan.
• Maximize parent and family engagement.
• Support the early childhood workforce.
• Support high quality programming.
Enhance the performance evaluation.

This position will be supervised by the CCF Early Childhood Policy Director. The Project Manager will be responsible for overseeing the grant timeline, budget, spending requests and approvals, procurements, and federal reporting, The Manager will support, with the direction of the Early Childhood Policy Director, the coordination of activities among the state agencies, partners, and community-based organizations participating in grant activities. In addition, the Manager will regularly communicate, in writing and orally, with a wide variety of people, including state agency leaders and program staff; representatives from businesses, community-based organizations, institutions of higher education, families, and other stakeholders. Out of state travel will be required at least one time per year, in-state travel to conferences is required and occasional nights and weekends.

This position will be responsible for the following Core Tasks:

• Oversee the project including projected timelines, budget, working with the Early Childhood Policy Director.
• Submit spending approvals and spending requests.
• Support the development of contracts and procurements following NYS procurement guidelines.
• Develop federal reports, submit budget modifications, carryover requests and no cost extensions.
• Work with the Governor’s Early Childhood Advisory Council and state agency and local partners.
• Attend regularly scheduled team meetings and webinars for CCF early childhood initiatives and topics including, but not limited to Early Childhood Comprehensive System, Pyramid Model, and social and emotional health in the early years.
• Communicate grant project activities to internal and external audiences.
• Prepare written and oral updates on grant activities for grant partners, including presenting at meetings, seminars, and conferences.

Additional Comments This position runs from December 2024-September 2027.
Background Investigation Requirements:

2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.

3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
