Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:
Human Resources Specialist Trainee 1
You must have a bachelor's degree* or higher.

*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Competitive Minimum Qualifications:

70.1 TRANSFER QUALIFICATIONS: Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher may be eligible for transfer under section 70.1 of the Civil Service Law.

52.6 TRANSFER QUALIFICATIONS: Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 16 or higher and deemed Administrative by the Department of Civil Service may be eligible for transfer under section 52.6 of the Civil Service Law.

70.4 TRANSFER QUALIFICATIONS: Current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and who has passed the PCO or PATT exam and has a bachelor’s degree* may be eligible for appointment.

Note: 70.4 candidates must NOT have failed the most recent PCO and/or PATT exam(s).

55 B/C QUALIFICATIONS: This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/55c letter when applying. 55 b/c candidates must meet the open-competitive minimum qualifications: a bachelor's or higher degree*.

Duties Description STANDARD DUTIES: In the Personnel Leaves Unit, the incumbent will serve as the primary Personnel liaison for assigned program(s) to provide assistance, advocacy, guidance and advice on all facets of leaves and separations under Civil Service rules and regulations and Time and Attendance guidelines, including but not limited to:

• Medical leaves
• Family and Medical Leave
• Probationary leaves
• Discretionary Leaves, etc.

The incumbent will also process all Personnel transactions into the Human Capital Management (HCM) and participate on special projects as needed.

Additional Comments The Human Resources Specialist 1 is a two-year traineeship. Upon satisfactory completion of a two-year traineeship, you would advance to the position of Human Resources Specialist 1 G-18 without further examination.

Telecommuting will be discussed in the interview.
