Job Specifics
Minimum Qualifications FCC General Radio Telephone operators permit, FCC Technician Class Amateur Radio license, and six years of experience as a radio systems engineer involving the development, deployment, operation and maintenance of wireless and mobile radio or other wireless communication systems.
A college degree in Electrical Engineering, Electronic Engineering, Applied Engineering, Physics, or a related field may be substituted for general experience as following: Associate's Degree- two years; Bachelor's Degree-four years; Master's Degree- five years.
Duties Description This position resides within the Division of Operations Bureau of Maintenance & Technical Services. Duties will include, but not be limited to:
• Utilize specialized technical analysis software to create coverage and interference studies for current and/or proposed tower site locations, and radio path analysis. Prepares and evaluates intermodulation studies.
• Responsible for maintenance and operations of DEC radio system. Operate essential test equipment. Recommend maintenance procedures, perform and/or oversee maintenance, repairs, tests, equipment configuration, installation of all fixed mobile, or portable components of DEC’s land mobile radio system. Establish and maintain liaison with vendors for preventative maintenance, repair, and installation services.
• Resolve coverage and interference complaints. Represent DEC statewide for FCC matters regarding radio interference.
• Review collocation requests associated with the Telecommunications Site Manager Agreement on behalf of DEC.
• Coordinate site moves and collocation of DEC radio facilities to public/private owned sites. Collaborate with internal and external State agency peers, as well as County and Federal Communications Engineers, technicians and contractors on system design and integration, antenna and radio selections, interference, joint operations, and site co-locations.
• Travel to sites to investigate, maintain, troubleshoot, and repair any issues that affect our system.
• Secure FCC licenses for radio repeaters, base and mobile radios, and microwave relays and maintains DEC’s FCC licenses current.
• Evaluate FCC letters of concurrence statewide, use engineering software and field studies to determine if proposed facilities will create destructive interference to the DEC systems. Provide response to concurrence requests.
• Research and tests land mobile radio and subscriber equipment. Collaborates with users and staff to develop Purchase Orders for the procurement of radio or subscriber equipment.
• Coordinate statewide projects executed by regional technicians. Direct regional technicians solving interference issues with public and private radio system operators.
• Represent DEC in regional, county and/or consortium activities and liaise with County and State partners on local and regional communications activities and provides DEC with situational awareness of changes that may impact DEC interoperability with our partners or changes that may impact DEC radio communications operations.
• Provide DEC guidance on dispatch systems.
• Provide guidance and recommendations on deployable assets.
• Provide guidance, manage, collaborate, and develops code plugs for DEC subscriber equipment.
• Respond to scheduled and emergency general maintenance calls of DEC’s radio system and all associated equipment.
• Review and evaluate invoices for radio systems equipment and services.
The statewide radio system has components located across the state at remote locations on mountain tops, and is critical for emergency response. It is necessary that the candidate be able to negotiate difficult terrain, be available for overnight travel, emergency response after hours, and able to work in adverse weather conditions.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
