Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.
A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 2, G-23 position in the Adult Community Care Group, Assisted Outpatient Treatment (AOT) Unit. The incumbent will work under the direction of the AOT Program Specialist 3, Assistant Director of Statewide AOT Implementation. Primary responsibilities include working with Care Coordination providers to help them with their compliance with reporting systems, reconciliation of data between systems, and to provide technical assistance related to information gathering and oversight support. Knowledge of community service systems to assist providers who are helping people to transition from institutions into more independent settings is a critical skill/function. Knowledge of NYS’s AOT program and how it can help high risk/need individuals maintain community living in the most independent setting possible is also a critical skill/function.
Specific duties include, but are not limited to, the following:
• Assist the OMH program lead on statutory oversight of Kendra’s law (NYS MHL 9.60) including data reviews and reconciliation work, training of care coordination programs in CAIRS, and policy and meeting support. Assist in development of new procedures and inter-unit AOT outreach and support to programs like Care Coordination, housing, PROS, Employment services, etc.
• Participate in interagency meetings on current and future agency initiatives, being prepared to discuss case specifics, compliance with any legal agreement, and next steps.
• Track case specific data for reporting.
• Maintain documentation of progress to date on the assigned initiative, and Monitor Child and Adult Integrated Reporting System (CAIRS) Care Coordination compliance and admissions to track progress on the engagement of the population. Assist with the development of QA reports. Clinical skills preferred for this.
• Provide data and quality management support for the AOT program including creation and maintenance of various reports.
• Work closely with designated Central Office and Field Office AOT staff to ensure consistency in topic coverage and documentation of training needs and CO supports.
• Participate in review of proposals.
• Oversee the development, scheduling, curriculum maintenance, and delivery of any necessary on-going training.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
