Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds. *
*An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55b/c service as a Plant Superintendent C.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Plant Superintendent B.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Maintenance Supervisor 4, Plant Superintendent C, Plant Utilities Engineer 4, or Public Buildings Manager 3.
55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds. *

Duties Description The New York State Education Department’s (NYSED)’s Office of Facilities and Business Services is seeking candidates for a Plant Superintendent B position. Under the general supervision of the Operations Support Manager 2, M-2, the Plant Superintendent B, salary grade 23, is responsible for the supervision, coordination and technical direction of maintenance, repair, renovation, new construction and alterations for the entire Education Building and Annex facility. Duties of this position will include, but are not limited to, the following:
• Work comfortably in a team-oriented atmosphere as well as independently;
• Communicate with supervisors and leadership clearly and concisely concerning maintenance projects, improvements to operating procedures, discussions of maintenance and scheduling problems after identifying workable solutions, and provide periodic reports on maintenance activities;
• Responsible for communicating with and overseeing work performed by contractors by monitoring and inspecting their work activities to ensure compliance to contract specifications and plans;
• Provide daily oversight and supervision of the Operations and Maintenance Unit including establishing work priorities, developing work schedules, implementing applicable rules, standards, and policies, evaluating performance, and coordinating the various activities performed by the staff or contractors;
• Provide Assistance in the development of Standard Operating Procedures (SOPs);
• Provide input for the annual budget and manage assigned funding, handle the administration of purchasing for assigned facilities in coordination with the purchasing unit, and ensure all State finance procedures are adhered to for buying, traveling and other budgetary matters;
• Coordinate with Director of Operations (DOO) for hiring, counseling, discipline, and other personnel related matters;
• Maintain a work order program in accordance with established policies, which includes preventive maintenance, rehabilitation of mechanical and structural systems, grounds maintenance, facility repairs and alterations, other applicable projects, and all in-house self-help projects to be completed by the staff or contractors;
• Perform supervisory duties at the Education Building and Annex facility including, but not limited to, training, direct supervision, and the completion of performance evaluations for subordinate staff;
• Maintain local records and ensures proper follow up on actions and projects;
• Utilize with the Statewide Financial System (SFS) and other applicable databases; and
• Preforms other job duties as assigned; this position is considered essential personnel.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of a valid New York State driver’s license will be required at the time of interview for all candidates. Candidates are required to possess a valid New York State driver’s license at the time of hire. Continued employment as a Plant Superintendent B is dependent upon maintaining a valid New York State driver’s license. Failure to maintain a valid New York State driver’s license will result in removal from employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period. This position will require up to 20% in-state travel. The work schedule for this position includes hours of Monday-Friday, 8:00am-4:00pm.
This position leads to a maximum salary of $106,454 based on annual performance advances.
