Job Specifics

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent qualifications:

Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~

A bachelor’s degree AND

Either 1. three years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of chemical dependency. Experience must include a minimum of two years in one or more of the following program areas: development or management of a treatment program or prevention services; review and monitoring of program operations for regulatory compliance; or development of program budget or review of provider expenditures. All qualifying experience must be in a program or organization for which chemical dependency treatment/prevention is the primary mission;

Or 2. a master’s degree in community mental health, counseling, mental health counseling, education, human services, nursing, occupational therapy, psychology, rehabilitation, social work, or sociology and two years of professional clinical* or professional administrative experience** in a public or private agency/program which directly provides diagnosis, treatment, rehabilitation, prevention or aftercare to a clientele with a primary diagnosis of chemical dependency. Experience must include a minimum of two years in one or more of the following program areas: development or management of a treatment program or prevention services; review and monitoring of program operations for regulatory compliance; or development of program budget and/or review of provider expenditures. All qualifying experience must be in a program or organization for which chemical dependency treatment/prevention is the primary mission.
*Professional clinical experience for this examination is defined as the care, treatment, or instruction of patients in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physician’s assistant.
**Professional administrative experience for this examination is defined as experience in the fields of personnel management, employee relations, budgeting, fiscal and business administration, or administrative planning and analysis. Experience must be focused on the planning, developing, oversight, coordination, or operation of programs.

Duties Description Serving as a Program Manager, the Addictions Program Specialist 2 will:

• Assume lead responsibility for a basic set of assigned counties and programs and will work with Local Governmental Units and OASAS to coordinate oversight and the development of effective and efficient services,
• Conduct meetings, site visits and Comprehensive Site Reviews according to agency requirements.
• Review, negotiate and approve Prevention Workplans,
• Review, negotiate and approve program budget submissions, budget change requests and spending plan modifications,
• Prepare and present a comprehensive assessment and recommendation at the annual Program Review/Budget process. This includes preparation of the Budget Review and Compare and Management plans as necessary,
• Assist in the development of Capital projects as assigned,
• Represent OASAS on various committees and workgroups as assigned and/or approved,
• Review certification applications submitted by service providers,
• Identify and bring forward significant issues of concern.

Extensive and routine travel in the Downstate District area is required (approximately 65%)

Additional Comments Salary range:
$84,156 - $106,454*
*Plus $3,400 Location Pay

* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
