Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:
1) A bachelor’s degree or higher AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
A) Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
B) Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
C) Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
D) Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
E) Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
2) OR a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.
3) OR possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**
*Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

PROMOTION: Current NYSED State employees must have one year of permanent competitive, permanent non-competitive, or 55b/c service as a Business Systems Analyst 1.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Business Systems Analyst 2.
Section 70.1 Transfer to Business Systems Analyst 2: Candidates must have one year of permanent competitive or 55b/c service in one of the following titles: Employees Retirement System Examiner 5, Health Information Management Administrator 3.
Section 52.6 Transfer Business Systems Analyst 2: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:

Duties Description The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services (PIMS) is seeking candidates for a Business Systems Analyst 2 position in the Office of Information Technology Services, to support the Office of Special Education. Reporting to the Information Technology Specialist 4, the incumbent will supervise lower-level professional staff and work closely with stakeholders, developers, and other IT professionals to ensure that systems meet the needs of the Office of Special Education. Duties of this position include, but are not limited to, the following:
• Analyze and document business processes, workflows, and data requirements related to special education programs and services, identifying opportunities for process improvement and system optimization;
• Collaborate with program managers, subject matter experts, and end-users within the Office of Special Education to gather and validate business requirements for new or enhanced information systems;
• Develop detailed functional specifications, system design documents, and user documentation for special education information systems, ensuring compliance with State and federal regulations, such as the Individuals with Disabilities Education Act (IDEA) and the Family Educational Rights and Privacy Act (FERPA);
• Conduct user acceptance testing, training, and change management activities to facilitate the adoption of new or enhanced systems within the Office of Special Education;
• Supervise and provide guidance to the Business Systems Analyst 1, ensuring their work aligns with project timelines, quality standards, and organizational goals;
• Participate in special projects, committees, or working groups focused on improving the department's information systems and business processes related to special education programs and services; and
• Perform other duties as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent, non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period.
This position leads to a maximum salary of $106,454 based on annual performance advances.
