PREFERRED SKILLS AND EDUCATION:
-Applicant will have a BS or BA in natural resources, planning, forestry, environmental science, geography or GIS or closely related field.
-Applicant will demonstrate proficiency and 1 – 3 years of experience with ArcGIS Desktop 10.x; ArcGIS Pro


OPERATIONAL NEEDS
? Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
? Must possess familiarity with ESRI tools and skills such as Spatial Analyst, cartographic representations, python scripting, model builder
? Must possess familiarity with sustainable recreation trail concepts as well as universal accessibility standards, UTAP and HETAP
? Must possess familiarity with ArcGIS Online is desirable
? Must possess familiarity with Trimble GPS units (such as the GeoXT) and Pathfinder Office.
? Must possess familiarity with MS Office365 – Word, Excel, PowerPoint, Access, Teams

Duties Description Position Summary:

OPRHP has a comprehensive GIS database that contains spatial and attribute data for trails within parks. A critical component of the NY State Parks Explorer App, this
database must be kept up to date. Additionally, few trails have been assessed for
accessibility for all abilities. In order to plan for trail improvements, maintenance, and
accessibility enhancements, the characteristics, conditions, and uses the trails need to
be inventoried and updated.

Under supervision of GIS Section staff, primary duties include assessing trails for
accessibility. The Trails and Accessibility GIS Specialist will work with regional and park staff to determine what trails need to be assessed. The specialist will follow the NY State Parks guidelines for trail conditions assessment and receive accessibility training via the Universal Trail Assessment Process (UTAP), High-Efficiency Trail Assessment Process (HETAP) or a similar method which follow the ABA Access Board accessible guidelines for trails. Condition assessments will also be conducted to provide managers with information on what trail improvements are necessary in order to enhance visitor enjoyment of the trail systems while protecting natural resources. Accessibility assessments will allow staff to consider trails for access improvements.


Extensive field work and travel all over the state will be required.

Additional Comments Organization Summary:

The New York State Park System has over 200 parks and historic sites including facilities such as Niagara Falls, Jones Beach, Letchworth and Green Lakes. Over 84 million people visited state parks in 2023. The State Park System also contains outstanding examples of the State’s natural, cultural, and scenic resources.

The GIS and Data Bureau in the Division of Environmental Stewardship and Planning (DESP) is responsible for responsible for the development, maintenance and distribution of spatial data, cartography, spatial analysis, training and support as well as developing the supply and demand model for the SCORP and other planning documents, the relative index of need for recreation elements, developing, implementing and analyzing survey data for a variety of projects, and maintaining the statistical story for NY State Parks.

The GIS Section in the GIS and Data Bureau primarily focuses on GIS database development and maintenance, cartography, and analysis and technically supporting the GIS needs of the agency. Projects include trail, infrastructure, and utility GPS mapping as well as mobile applications such as the NY State Parks Explorer App and ArcGIS Online. ArcGIS Online is used extensively for data collection, surveys, and mapping applications for both internal and external use. Authoritative data includes park boundaries, trails, infrastructure, and utilities as well as the state funded snowmobile trail system.
