Job Specifics
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
A bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in: the collection and evaluation of quantitative data directed toward review and analysis of social services programs, such as cash or nutrition assistance, child welfare, disease management, disease prevention, employment and unemployment services, labor market information, or workforce development.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description Duties include but are not limited to:
• Conduct policy analysis, data analysis, research, and provide training and technical assistance regarding caregiver supports and services and/or LTSS and aging services.
• Plan data collection methods for specific projects and determines the types and sizes of sample groups to be used. Collect and process data utilizing survey and/or non-survey instruments, published and unpublished agency statistics and records, on-site investigations, discussions with operating officials, and similar materials and sources.
• Prepare written technical reports containing the analysis and interpretation of study findings along with recommended courses of action based on study or analysis of findings.
• Recommend, prepares, monitors, and disseminates performance measures. Monitor state contracted entities and local programs to verify performance of contract deliverables and compliance with program standards.
• Provide guidance and direction to local program staff, including Area Agencies on Aging (AAAs) and state contracted providers.
• Assist with the tracking and flow of contracts through the Division.
• Review, conduct analysis and comment on federal and State initiatives related to NYSOFA’s priorities to determine impact on individuals receiving services, including caregivers, older adults, individuals with disabilities, and other populations, as assigned by the Supervisor, Division Assistant Directors, or Division Deputy.
• Review and comment on proposed legislation and regulations affecting LTSS, aging, and/or caregiver services and other assigned topic areas.
• Prepare program or issue specific products and technical assistance documents to benefit the AAAs, their subcontractors, and individuals receiving services and their families, and caregivers.
• Identify program/service options, best practices and prepare memoranda or reports that present strategies to address the needs of older adults, caregivers, and other populations.
• Work with NYSOFA staff within the division as well as in other divisions, other state agencies and/or outside organizations to research and analyze problems, issues, and best practices, both in New York State and nationwide. Recommend options to achieve goals and effective, cost-efficient outcomes. Work jointly with other agency divisions and bureaus to ensure full integration of policies and programs.
• Represent NYSOFA and make presentations to diverse audiences, such as the AAAs, CRCs, community stakeholders, governmental employees, and various other constituencies.
• Analyze, coordinate, and lead special LTSS, aging, and/or caregiver related projects and other initiatives/projects as they arise.
• Participate in collaborative efforts convened by federal agencies, such as the Administration for Community Living (ACL), to support enhancement of programs in the Division.
• Participate in both state and local LTSS reform activities and engage stakeholders through formal presentations at various forums (e.g., regional meetings, etc.).
• Register, attend, and successfully complete certified on-line courses for the National Incident Management System (NIMS) as needed.
• Participate in and complete training related to NYSOFA’s Disaster Preparedness Plan.
Operational Needs:
• Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment which may include travel to emergency management disaster sites as needed to assist with disaster recovery activities and efforts.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
