Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Landscape Architect Trainee:

1.A bachelor's or higher-level degree in landscape architecture OR

2.A Landscape Architect's License from any state or political subdivision of the United States.

As a Landscape Architect Trainee, you will serve a 24-month traineeship that leads to Assistant Landscape Architect, Grade 20. To advance to Assistant Landscape Architect, you must have obtained proof of passing any two sections of the LARE and successfully completed the requirements of the traineeship to the satisfaction of the appointing authority. At the discretion of the appointing authority, early advancement to the Assistant Landscape Architect is possible if you have obtained any two sections of the LARE and have successfully completed twelve months of the traineeship. It is your responsibility to notify the appointing authority’s personnel office upon obtaining proof of passing any two sections of the LARE. Failure to obtain a passing result on any two sections of the LARE within 24-months will result in removal from your position.

Assistant Landscape Architect:

1.A bachelor’s or higher-level degree in landscape architecture; and proof of passing any two sections of the Landscape Architect Registration Exam (LARE);OR

2. A Landscape Architect's License from any state or political subdivision of the United States.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the direction of a higher-level supervisor/manager, the duties of the Landscape Architect may include, but are not limited to:

• Provide Landscape Architecture design and support services on capital and maintenance projects involving transportation facilities.

• Review projects for landscape and environmental impacts, and prepare associated documents to support environmental process determinations.

• Prepare plans, specifications, and estimates for the landscape, erosion and sediment control, compensatory wetland mitigation, grading, drainage, bicycle and pedestrian facilities, and stormwater quality management portions of highway, culvert, and bridge projects.

• Coordinate the landscape development and site work with engineering and architectural work in the planning, design, and construction phases.

• Provide technical assistance and advice to project staff and management in the areas of landscape architecture, bicycle and pedestrian facility design, accessible design and Americans with Disabilities (ADA) compliance, vegetation management, and erosion control to other functional groups such as: Highway Maintenance, Construction, Planning and Program Management, Right of Way, Traffic and Safety, and Highway Permits office.

• Prepare reports, correspondence, and presentation materials.

• Evaluate projects proposed by local governments, developers, and organizations for their impact on State properties and the need for environmental analysis and approval.

• Prepare permit applications, secure permits, and monitor permit compliance.

• Coordinate screening for, and remediation of, asbestos and other hazardous or contaminated materials on project sites.

• Perform occasional GPS data collection and/or wetland delineation.

• Utilize MicroStation CAD, ArcGIS, Adobe Creative Suite, and other software packages to perform necessary work assignments.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
