Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

A New York State Professional Geologist's license and current registration and a bachelor' degree or higher in earth science, engineering geology, environmental geology, environmental geosciences, geochemistry, geological engineering, geology, geological science, geophysics, or hydrogeology.
Candidates may also be eligible via the following:
Reassignment - Currently in the title and an employee of DEC.
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer via Section 70.1 of the Civil Service Law.

Duties Description Perform professional geology duties related to the Water Withdrawal Programs, Long Island Well and Water Well Driller programs. Assist with implementation and oversite of implement the Long Island Water Supply permitting, inspection, compliance and water well driller programs and special initiatives. Develop regional protocols and special initiatives to ensure the sustainability of the Long Island aquifer system.

Keep the Regional Director, Regional Engineer, Regional Water Manager, and other involved DEC managers informed of program accomplishments, emerging issues, and high-profile matters.

Assist with development of strategies to guide DEC, partner agencies, water suppliers and the regulated community towards a sustainable path for aquifer management using the results from the Long Island Groundwater Sustainability Study.

Using hydrogeologic principles and practices, perform reviews of Water Withdrawal and Long Island Well applications and draft corresponding permits.

Manage, review, track and evaluate well pumpage data, saltwater intrusion, saltwater upconing, and other water quantity and quality issues. Perform pump test reviews, hydrogeologic calculations and assist with regional modeling. Assist with the development, review and implementation of water conservation plans and aquifer management and sustainability strategies and planning. Map new and historical water wells using ArcMap GIS. Conduct field inspections at well sites.

Assist in overseeing the program to monitor and track permit compliance, initiate and follow up on enforcement actions that may involve testifying in administrative hearings or court, initiate field investigation & response to complaints (must be able to communicate effectively and convey specific factual information verbally and in writing); organize and analyze data, identify important findings and provide sound recommendations based on best hydrogeologic principles and practices, write/edit reports; many varied computer tasks; many varied team tasks.

Supervise staff in the permitting, compliance, inspection and well drilling programs and perform administrative duties with respect to time and attendance, health and safety, travel, equipment usage, performance evaluations, etc. to ensure program compliance with Department and Program guidance and policies.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
