Minimum Qualifications MINIMUM QUALIFICATIONS: A Bachelor’s Degree and two years of professional experience in an educational agency or facility regulated under federal or New York State education laws, rules, or regulations performing one or more of the following activities: calculating financial support, reviewing criteria, and authorizing payments, auditing/reviewing fiscal transactions, monitoring, and overseeing financial activity, or analyzing financial data;

OR

A Bachelor’s Degree, including 15 credit hours in accounting, auditing, or financial administration (or combination) and one year of experience as described above.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Project Assistant position in the Office of Accountability, within the Office of Every Student Succeeds Act (ESSA)-Funded Programs. The Office of ESSA-Funded Programs is responsible for the implementation of eight different programs funded under the federal Elementary and Secondary Education Act (ESEA) which generate approximately $1.4 billion in federal aid to New York State. Duties of this position include, but are not limited to, the following:

• Develop application surveys to be used in the collection of fiscal documents from local agencies;
• Monitor the flow of fiscal documents from program offices and local agencies;
• Develop and deliver tracking on federal documentation requirements and procedures;
• Utilize Department software to enter and approve local educational agency budget documents;
• Review fiscal records for compliance with State and federal laws and regulations;
• Prepare reports on performance and activities for State and federal control agencies;
• Conduct comprehensive data analysis on local agencies use of funds and allocation trends;
• Review and approve categorical and competitive grant applications and budgets;
• Participate in desk reviews to determine local agencies fiscal compliance with federal requirements.
• Contribute to the development of various technical assistance resources including but not limited to guidance documents, webinars, and presentations;
• Participate in professional development activities related to the implementation of ESEA guidance; and
• Comply with office policies and procedures.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of work experience and/or degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period.

*This position leads to a maximum salary of $82,656 based on annual performance advances.
