Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
License and current registration to practice psychology in New York State.

Transfer Opportunity:
Candidates must have permanent service as a Licensed Psychologist, Grade 25, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 25 level.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Licensed Psychologist, Grade 25, position in the Division of Forensic Services (DFS), Bureau of Institutional and Transitional Services (BITS). Pursuant to Criminal Procedure Law (CPL) and Sections 330.20 and 730 which deal with defendants found Not Responsible for Criminal Conduct due to Mental Disease or Defect and persons found incompetent to stand trial, the incumbent of this position will serve as the clinical lead for the Bureau and will provide clinical training and guidance to DFS and forensic facility staff on matters of risk assessment, treatment standards and client readiness for release from hospital and/or CPL conditions. Specific duties to be performed may include, but are not limited to, the following:

Perform clinical reviews of CPL 330.20, 730, administrative transfer, and Jackson relief cases.

Serve as the forensic liaison with OMH Medical Informatics on revisions and enhancements to OMH’s electronic medical record.

Interface with facility forensic coordinators on clinical cases, as needed.

Conference CPL 730 cases with the Office for People with Developmental Disabilities (OPWDD) to ensure individuals are placed in the appropriate custody for restoration services.

Participate in larger Bureau and Division system level projects including establishing and maintaining a competency restoration evaluation manual, completing clinical reviews of long-term forensic cases, and collaborating on length of stay initiatives.

Coordinate the implementation of CT-R across the forensic system.

Serve as a forensic representative on OMH workgroups and/or committees.

Participate in Bureau staff meetings and trainings.

The Division of Forensic Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York.

Posted salary includes a $20,000 Geographic Differential.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
