Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-Competitive Appointment: Candidates must possess one of the following:
• One year of permanent noncompetitive service as a State Education Psychometrician 1
• OR a master’s degree and specialization in tests and measurements, psychometrics, and/or educational assessment, AND seven years of professional experience supporting large scale assessment programs, including program design, test development, data collection, data analysis, scaling, equating, and standard setting. *

*A PhD in any of the above specializations may be substituted for three years of required experience.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Psychometrician 2 position in the Office of State Assessment. This Office is responsible for the coordination, development, and statewide administration of all State examination for elementary, intermediate, and high school students enrolled in public, nonpublic, and charter schools throughout the State. Under the supervision of the Assistant Commissioner in the Office of State Assessment, the incumbent will be responsible for providing guidance and expertise in the design, analysis, and validation of tools and tests. Duties of this position include, but are not limited to, the following:

• Oversee redesign of NYS tests, including the New York State English as a Second Language Achievement Test (NYSESLAT) and the New York State Identification Test for English Language Learners (NYSITELL), based on principled assessment designs; make recommendations on possible changes to other assessments in the NYS testing program;
• Work with test development staff to develop specifications, performance level descriptions, passage selection, item writing and review criteria, and other documents that will support procedural validity and ensure that NYS tests are aligned with the testing requirements under the Title I peer review;
• Conduct validity and reliability analysis; write/review validity and reliability technical reports; ensure validity documentation of tests, including the NYSESLAT and NYSITELL;
• Propose and carry out assessment studies that will inform decisions and enhance reports to NYSED Leadership and the Board of Regents; and write technical reports based on the psychometric analysis;
• Develop agenda for Technical Advisory Committee (TAC) meetings with Deputy and Assistant Commissioners; create, or have vendor create documents for TAC meetings on any issue or topic for discussion with the TAC; and present various topics to the TAC and document their recommendations; and;
• Participate in NYSED initiatives surrounding culturally responsive education and lead State Assessment research into culturally responsive assessment practices.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of Education and/or Degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position is non-competitive and has been designated as policymaking and/or confidential. The incumbent will serve at the discretion of the Commissioner of Education.

This position leads to a maximum salary of $156,224 based on annual performance advances.
