Minimum Qualifications Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 as appropriate of the Civil Service Law.

Duties Description Under the direction of the Director of Human Resources 4, the incumbent serves as the Director of the Workforce Development Office (WDO), leading a team responsible for the administration and implementation of organizational and workforce development initiatives, programs, and services for the agency.

The WDO oversees the administration and delivery of Office of Employee Relations (OER) and agency specific mandated training. The Associate Director of Training is responsible for developing and delivering a variety of other trainings, including but not limited to supervisory development, soft skills (communications, emotional intelligence, etc.), computer skills and other topics as requested.

The incumbent serves as the primary administrator for the Statewide Learning Management System (SLMS) and ensures various professional development modalities, including classroom training, video conferences and online course offerings are tracked in SLMS. This includes coordinating with other Division of Homeland Security and Emergency Services (DHSES) program areas responsible for external-facing trainings to ensure continuity and consistency across all systems.

The Associate Director will also work with agency program areas and OER to identify internal and external professional development opportunities for staff, as well as agency-specific employee development programs, events and initiatives to support recruitment and retention efforts.

Additional responsibilities include:
•Review the organizational and workforce development needs of the agency and develop annual plans for addressing those needs.
•Conduct and oversee a variety of specialized professional development programs.
•Develop complex curricula, and ensure that agency managers, supervisors and employees participate in mandatory development programs, according to criteria established by the executive staff of the agency.
•Recommend new organizational and workforce development initiatives to agency executive staff.
•Prepare budget requests as needed to support the development and delivery of training programs. Working with vendors may be required on curriculum development and implementation.
•Conduct program evaluations to demonstrate knowledge transfer and on-the-job application of the knowledge and skills learned.
•Work closely with the office executives to develop a comprehensive professional development program for their staff.
•Plan and staff recruitment and retention efforts and events, including job fairs, internship programs, fellowship opportunities, etc.
•Plan and coordinate statewide agency employee recognition and appreciation events.
•Coordinate training and initiatives for the agency related to diversity, equity and inclusion (DEI) as well as disability, access and functional needs (DAFN).
•Have strong public speaking and presentation skills.
•Perform other job responsibilities, as needed and requested.
•Travel may be required.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
