Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: This position includes an opportunity to serve in a traineeship and applicants will be appointed to the appropriate level based on their education and/or experience.

- Purchasing Agent Trainee (starting salary $49,363): a bachelor’s degree
- Assistant Purchasing Agent (starting salary $52,198): a bachelor’s degree and one year of purchasing experience.


Transfer Opportunity:
Candidates must have permanent status as an Assistant Purchasing Agent, Grade 14, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to Assistant Purchasing Agent or Purchasing Agent Trainee.

Duties Description The Office of Mental Health (OMH) is recruiting to fill Assistant Purchasing Agent, Grade 14/Purchasing Agent Trainee, NS, positions within the Office of Financial Management, Bureau of Procurement Enterprise Services. The Bureau of Procurement Enterprise Services (BPES) provides contract management and procurement services to 24 facilities, OMH Central Office, OMH Cook Chill Production Center, and OMH Capital Operations.

The incumbents will be responsible for conducting, overseeing, and providing guidance on purchasing activities, operations, policies, and laws, rules and regulations for OMH Central Office and Psychiatric Centers. Specific duties may include, but are not limited to, the following:

* Assist in the development of bid documents and administering the solicitation and evaluation processes;

* Conduct Request for Proposals, Invitation for Bids, and Request for Quotes to obtain goods and services;

* Review/monitor and track assigned workload by using internal databases, project management tools, and SharePoint records as required;

* Perform a variety of functions related to contract management;

* Assist with special assignments and projects related;

* Purchase goods and services using appropriate procurement methodologies;

* Conduct analysis for establishing Minority and Women-owned Business Enterprise (MWBE) and Service-disabled Veteran Business Enterprise (SDVOB) goals for contract and purchases;

* Analyze data and prepare reports for internal and external stakeholders;

* Utilize the Statewide Financial System (SFS) for contract and purchase transactions;

* Other duties as assigned.

Additional Comments The Bureau of Procurement Enterprise Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:

$49,363 (Purchasing Agent Trainee)
$52,198 (Assistant Purchasing Agent, full performance level)

For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
